The end of beaches? Why the world’s shorelines are in serious trouble

We can have our beachfront properties — our Miami high-rises, our Hamptons mansions, our Jersey boardwalks — or we can have our beaches. But as geologist and Duke University emeritus professor Orrin Pilkey has been arguing for decades now, we can’t have both.

As the oceans warm and sea levels rise, coastal living is becoming an increasingly risky proposition. Any climate scientist would tell you not to invest in a beach house, and yet large-scale migration inland is something we’ve yet to see. The beaches themselves can withstand extreme weather, of course. But it’s our attempts to hold them in place, through techno-fixes like seawalls and beach replenishment, that ironically enough will end up destroying them. Sooner or later, Pilkey argues, we’re going to be forced to retreat. The question is whether there’ll be any beach left by then.

The Last Beach,” which Pilkey co-wrote with J. Andrew G. Cooper, a professor of coastal studies at the University of Ulster, is but his latest attempt to drive home just how wrong-headed our push to build on and preserve shorelines is. It’s been an uphill battle; for Pilkey, what counts as progress was that people acknowledged his plea not to rebuild after Superstorm Sandy instead of just attacking him for suggesting it — even if they didn’t really end up following his advice.

Bring pollution, oil spills and the destructive business of sand mining into the picture, and it’s not so extreme, Pilkey told Salon, to imagine a future where beaches as we know them — as places to live and even as places to visit — will no longer exist.

Our conversation, which has been lightly edited for length and clarity, follows.

We don’t typically think of beaches as something that can “go extinct,” but it seems like that’s basically what you’re arguing here.

That’s exactly what we argue: that beaches in developed areas will not be there, that they will be replaced by seawalls large and small. There will be beaches left in remote places and on national seashores and things like that, perhaps — although they’ll be suffering too, because they’ll be eroding and retreating back separately from the developed areas, which will be standing still for a while.

By the time we really begin to see what’s happening, like we are right now in Florida, we’ll be worrying about Manhattan and Queens and Boston and Washington, D.C., Philadelphia, Miami, Charleston, all those cities. We fully expect that the great expense required to hold back the shoreline — which is a losing proposition in any event — will be overwhelming for them.

It seems to us to be pretty obvious — and I think most geologists would agree with this — that in a 50- to 100-year timeframe we’re in trouble. The best example of that, the proof in the pudding, is Florida, where they have hundreds of miles of highrise-lined shoreline. What can they do? You could move the buildings back, but that’s very costly and there’s no place to move them to. So what we see right now, especially with the current governor of Florida, is the building of seawalls right and left. All you have to do is declare an emergency and you can build a seawall.

In the book, you also discuss how beaches have become dangerous places. So would you say there’s also a loss of beaches, not physically, but as we are able to enjoy them?

Yeah, that was the point of that. We, by the way, were really shocked — the one chapter that was really out of our range was pollution, and we were rather shocked at the numbers. We saw repeated statements about how to use a beach, if you’re going to go to a beach what should you do and how should you use it, in the technical literature, but it hasn’t been getting out to the public. Maybe that’s a little bit of irresponsibility on the part of some of the biochemists in not getting that out to the public. On the other hand, I know what would happen. They would get heavily criticized, probably, as being alarmists.

But yes, the fact is that the beaches are getting more and more polluted, and as more and more villages and towns and cities crowd up against the beaches that’s going to continue. Some of the things the literature said seemed rather outrageous to us. One is never to go barefoot on a beach. That’s a tough one. The one thing that everyone agrees is a bad thing to do is to get buried in the sand. And who in this world has not been buried in the sand at some time in their life? If you have a cut or an abrasion of some kind… I’ve always thought that going in the salt water had a healing effect on cuts, but that was really wrong. I’ve told that to a thousand students over the years, and if any of them are reading this I take it all back. It’s very dangerous.

Well, not very dangerous. There’s a very low probability of getting something, but if you do, the probability of getting something serious is high.

And that’s worse than it used to be?

There are no numbers to show it, that we know of, but yes. The pollutants on beaches are higher than they used to be, we think.

I imagine that you must have trouble getting people to take some of the issues you write about seriously. For example, there’s the beach that was stolen in Jamaica — something like that can come off as an offbeat, funny news story instead of a serious environmental crime. Do you come across that sort of response often?

Where we are not taken seriously? Of course, but I’m used to that because I’ve been arguing for years that we need to move houses back and retreat from the shoreline, or let houses fall in, but not leave them in place. My argument in the past in similar situations has been that we have a choice at the shoreline: We can have beaches or we can have buildings, but we can’t have them both. You have to take your choice — and of course, that is met with a lot of derision by beach property owners.

“The Last Beach,” I anticipate, will be met with some derision, because it seems a little extreme. But it’s not extreme at all. Of that I am certain. In my 40 years of working on this I can see the situation deteriorating. We’re going down a bad road, no question about it, and I feel confident about that.

Right after Superstorm Sandy, you wrote an article for the New York Times arguing that we shouldn’t rebuild. What kind of response did that get?

I got some money — somebody wanted to support my next book. Everything that happened to me directly was good, and I think the response was really good, surprisingly good. I heard that the American Shore & Beach Preservation Association (ASBPA) — which is a civilian group beating a hard drum of “there’s no need to retreat” — in their newsletter they made a few nasty comments about me…

A long time ago, when I started saying these things, the response was really negative, like “aw, c’mon, don’t be stupid, nobody’s going to move back.” Now, moving back is not outrageous, and the relationship between seawalls and the loss of beaches is pretty widely known. I think I can say that the response to that editorial was so different than it would have been 30 years ago, 20 years ago. And that’s a good thing.

What about the actual response from people working on recovery from the storm? Did anyone listen? Is the East Coast going to be just as vulnerable the next time a storm comes?

Thirty years ago, the response would have been massive seawalls, there’s no question of that. Hurricane Sandy was the first time I’ve heard serious discussion on the part of the governors of New Jersey and New York about maybe moving back and not rebuilding. As it was, they didn’t do much — they basically rebuilt — but that was music to my ears. I’ve never heard that before. In the past it’s always been “c’mon, we’re Americans, we’re not going to throw up our hands and slink away.”

Almost every house, if there was a house left, had an American flag in front of it. It brought out patriotism, for some reason or another. I guess that’s better than depression, but it’s different. Even though most of these things didn’t bear fruit, we’re getting there. I guess I’m learning that it takes years to get this into the public understanding. I don’t know how many years it’s going to take before we really start moving back, but we’re going to have to, no question about it, or we’ll just give up on the beach. I really believe that we will give up on the beach, for the most part. Beach replenishment, you see, will not be feasible as the sea level rises, because you’re holding the shoreline back in place, where it doesn’t want to be.

The beaches will disappear much faster than they are now. In North Carolina a typical beach lasts about three years. In New Jersey it’s probably about the same, and in Florida, where the wave energy is a little lower, it’s about seven to nine years. In any case, it’s a very costly proposition and it’s definitely going to get more costly.

How far back do people realistically need to move?

It all depends on where you are. If you’re on a barrier island you can move to the back side of the island, but the problem with that is that the back side of the island is lower in elevation. The highest elevation on most barrier islands is at the front of the island, so you’re moving back but on the other hand the chance of being struck directly by waves is increased.

For the most part, if someone is going to go through the cost of moving they ought to get off the island. In Florida, there ain’t no place to get off the island. It’s very, very low and flooding quickly as the sea level rises. We have a photograph in the book of the so-called “Outlaw House” in North Carolina (Outlaw was the family name). It was moved back three or five times, depending on who you believe, and right now it’s very close to the beach once again. That’s a mom-and-pop cottage, and initially it was moved by mules. All the houses near the Outlaw House now are all McMansions. They can be moved, but they’re expensive. The McMansion that was in the movie “Nights in Rodanthe” was just moved down the highway a bit to a safer place — I say safer, but not safe.

In a recent interview, you said you’ve stopped defining yourself as a scientist and have instead become a scientific advocate. When and how did that change come about?

I started out as a deep-sea sedimentologist. I worked on the continental margin of North Carolina and the abyssal plains — I sampled 13 abyssal plains around the world — but I got tired of going to sea. When my parents’ house was damaged in Hurricane Camille, my father and I wrote this little book called “How to Live On an Island,” and it was three eighths of an inch thick and it cost a dollar fifty, and I couldn’t believe the impact it had. People were asking to quote us and so forth, and I realized there was a real vacuum here and I began to move to the beach. I traded a research vessel for a 16-foot skiff, and I’m very happy about that. It’s been very satisfying.

When I first came to Duke it was not possible, before you get tenured, to get involved with controversial things with the general public. One had to wait until one had tenure before one could start pounding on the table about these things, and by the time I got my 16-foot skiff I was already tenured. I had also been a journal editor and a couple other things, and that gave me credibility in the scientific community. Nonetheless, I remember a number of times being criticized by scientists, basically saying “you’re off-base for doing this kind of thing.” I have a 25-book series, “Living with the Shore” for every state, and we have local geologists who were the senior authors of each of these books. I think for probably every book, at least one of the authors would say “I’m not going to lower myself and make science so simple,” or something to that effect, saying that “we can’t expect the public to understand everything we’re doing.”

But I don’t think I hear much of that anymore. I think at least geologists, and probably a lot of others now, are recognizing the value of being able to converse with the public. I know that most universities, Duke included, appreciate work that has an impact on the general public. It’s not like it was when I started at all. We are rewarded for doing such work, although there are local problems in individual states, probably in every state, where public schools still have problems. Here in North Carolina, I know at least two, maybe three geologists who have been asked to turn in their emails, or to furnish all emails that have to do with sea-level rise.

What you’re asking of the public is really difficult: You’re asking them to give up something they love, that they can protect in the short term, in favor of looking at the big picture. It’s something that people come up against with a lot of these environmental and climate problems. Do you have any insights into how to get that message through to people?

The reason you go to beaches is because you went down there with your mother and father during the summer and had the most wonderful time in your whole life, and what could be better than to live there year-round? But here in North Carolina we have some really good newspapers, at least on this issue. I spent a few years back in Woods Hole, Massachusetts, and I found that the people there were far less educated on the problem of beaches and seawalls and retreating shorelines. It was a very marginal thing in Massachusetts, but in North Carolina we have a much longer shoreline and a much higher-energy shoreline. So it’s not a surprise to most people. If they come here from Kansas it might be a surprise, but the locals here are pretty well-educated. Excepting the particular political situation we have right now, which is very pro-development — but that comes and goes — I think in North Carolina we’re better prepared than some other states.

The real resistance to good coastal management with a long-term view is coming not from the people who came down there because their mommy and daddy brought them to the beach. It’s coming from the people who are making money on it. From what I’ve seen here, the high-cost developments are the ones who are trying to change the laws to let them build seawalls. They’re going to protect the houses; they couldn’t give a damn about the general public. Up on South Hampton, New York, rich people are building massive walls. They’re doing things that are illegal in some communities, but when you have billions of dollars you can get an army of lawyers to hold off the community very readily. Caribbean small islands will be first in region to suffer from rising sea levels

NAROBI, Kenya, Monday November 3, 2014, CMC - A top United Nations official has warned that the small islands of the Caribbean will be the first territories in the region to suffer the effects of rising sea levels due to climate change.

Executive Director of the United Nations Environment Program, Achim Steiner, said here on Saturday that the effects of climate change threaten the Caribbean’s tourism industries and, eventually, their “very existence”.

Speaking ahead of Sunday’s release of the Fifth Assessment Report from the Intergovernmental Panel on Climate Change, Steiner said sea-level rise will have an “immediate impact in economic terms” on the Caribbean Small Island Developing States (SIDS), stating that the Caribbean’s tourism infrastructure is 99 per cent along the coastline.

“Many small island nations are in a far more exposed situation simply because their territory is sometimes only two, three, four meters (6.5-13 ft.) above sea level,” he said, adding “therefore their very existence is being threatened.

“The changes also in, for instance, coral reefs and mangroves that are natural barriers and help strengthen the resilience of these countries, if coral reefs are dying then clearly countries become more vulnerable,” he added.

Steiner also cited the impact of more intense hurricanes and other extreme weather events on countries whose economies cannot bear the cost of reconstruction.

On a more hopeful note, he praised proactive efforts by some Caribbean countries, such as Barbados, where “energy efficiency efforts and renewable deployment are now on the agenda of investment and national development planning”.

The efforts of the Barbados government were one reason the United Nations decided to mark 2014 World Environment Day in Barbados, Steiner said. More

I'm fighting to keep my home above water

My name is MilaƱ Loeak, I’m from the Marshall Islands, and I bring you a message on behalf of my Climate Warrior brothers and sisters from across Oceania.

You've probably heard it all before -- that the climate is changing, that the ocean is rising, that my home in the islands will be the first to go. But the people of the Pacific are not drowning, we are fighting. And the biggest threat to our homes is the fossil fuel industry.

So here's how we're fighting back: there's a coal port in Newcastle, Australia and it's the largest in the world, shipping approximately 617,000 tons of coal every single day. If the port were a country, it would be the 9th highest emitting country in the world. That’s why I have travelled to Australia to shut it down for a day.

Using traditional canoes, I and 30 other Pacific Climate Warriors are going to paddle into the oncoming path of coal ships. Behind us will be hundreds of Australians in kayaks, on surfboards and whatever else they can find, united with us as we stand up to the fossil fuel industry.

But we need more than hundreds of Australians standing with us -- we are going to need you too.

The fossil fuel industry will try to dismiss us. They will launch their PR machine to say that we are just a small group acting alone and that we do not speak for others. But we know that we are not acting alone. We are standing with front line communities around the world when we say it is time to end our addiction to fossil fuels before it destroys our homes, our communities, and our culture.

Why Greenland’s “Dark Snow” Should Worry You

Jason Box's research into Greenland's dark snow raises more concerns about climate change.

Jason Box knows ice. That’s why what’s happened this year concerns him so much. Box just returned from a trip to Greenland. Right now, the ice there is … black:

The ice in Greenland this year isn’t just a little dark—it’s record-setting dark. Box says he’s never seen anything like it. I spoke to Box by phone earlier this month, just days after he returned from his summer field research campaign.

"I was just stunned, really," Box told me.

The photos he took this summer in Greenland are frightening. But their implications are even more so. Just like black cars are hotter to the touch than white ones on sunny summer days, dark ice melts much more quickly.

As a member of the Geological Survey of Denmark and Greenland, Box travels to Greenland from his home in Copenhagen to track down the source of the soot that’s speeding up the glaciers’ disappearance. He aptly calls his crowdfunded scientific survey Dark Snow.

There are several potential explanations for what’s going on here. The most likely is that some combination of increasingly infrequent summer snowstorms, wind-blown dust, microbial activity, and forest fire soot led to this year’s exceptionally dark ice. A more ominous possibility is that what we’re seeing is the start of a cascading feedback loop tied to global warming. Box mentions this summer’s mysterious Siberian holes and offshore methane bubbles as evidence that the Arctic can quickly change in unpredictable ways.

This year, Greenland’s ice sheet was the darkest Box (or anyone else) has ever measured. Box gives the stunning stats: "In 2014 the ice sheet is precisely 5.6 percent darker, producing an additional absorption of energy equivalent with roughly twice the US annual electricity consumption."

Perhaps coincidentally, 2014 will also be the year with the highest number of forest fires ever measured in Arctic.

Box ran these numbers exclusively for Slate, and what he found shocked him. Since comprehensive satellite measurements began in 2000, never before have Arctic wildfires been as powerful as this year. In fact, over the last two or three years, Box calculated that Arctic fires have been burning at a rate that’s double that of just a decade ago. Box felt this finding was so important that he didn’t want to wait for peer review, and instead decided to publish first on Slate. He’s planning on submitting these and other recent findings to a formal scientific journal later this year.

Box’s findings are in line with recent research that shows the Arctic is in the midst of dramatic change.

A recent study has found that, as the Arctic warms, forests there are turning to flame at rates unprecedented in the last 10,000 years. This year, those fires produced volumes of smoke and soot that Box says drifted over to Greenland.

In total, more than 3.3 million hectares burned in Canada’s Northwest Territories alone this year—nearly 9 times the long term average—resulting in a charred area bigger than the states of Connecticut and Massachusetts combined. That figure includes the massive Birch Creek Complex, which could end up being the biggest wildfire in modern Canadian history. In July, it spread a smoke plume all the way to Portugal.

In an interview with Canada’s National Post earlier this year, NASA scientist Douglas Morton said, "It’s a major event in the life of the earth system to have a huge set of fires like what you are seeing in Western Canada."

Box says the real challenge is to rank what fraction of the soot he finds on the Greenland ice is from forest fires, and what is from other sources, like factories. Box says the decline of snow cover in other parts of the Arctic (like Canada) is also exposing more dirt to the air, which can then be more easily transported by the wind. Regardless of their ultimate darkening effect on Greenland, this year’s vast Arctic fires have become a major new source of greenhouse gas emissions from the thawing Arctic. Last year, NASA scientists found "amazing" levels of carbon dioxide and methane emanating from Alaskan permafrost.

That tweet landed Box in a bit of hot water with his department, which he said now has to approve his media appearances. Still, Box’s sentiment is inspiring millions. His "f’d" quote is serving as the centerpiece of a massive petition (with nearly 2 million signatures at last count) that the activist organization Avaaz will deliver to "national, local, and international leaders" at this month’s global warming rally in New York City on Sept. 21. ‘Mangrove Man’ inspired by world travel

He’s traveled half a million miles over the years – enough to go around the world 12 times, or to the moon and halfway back – so it’s little wonder that writer, photographer, conservationist and educator Martin Keeley continues to find inspiration for his work.

Keeley’s latest trips are with the Marvelous Mangrove education curriculum, a program that teaches schoolchildren about the importance of mangroves and the eco-systems which they support worldwide, as well as training teachers to teach both students and other teachers.

The program was developed by Cayman Brac-based Keeley in 1999 and initially was incorporated into Cayman’s primary school curriculum. It is part of the Mangrove Action Project, a conservation group comprised of more than 300 scientists and academics spanning more than 60 nations.

The Marvelous Mangrove program is now in 11 countries, with the expansion this year to South Sulawesi, Indonesia, and Queensland, Australia.

“For me, the mangrove trips continue to stimulate the creative process,” said the writer.

“They often inspire my poetry, and I reckon that in another six months or so I’ll have enough to publish another anthology. My photography also continues to benefit from my travels and exposure to other cultures and their environments.”

In addition, he says, he gets an in-depth perspective on the countries and the cultures where he works.

“I experience and observe firsthand their societies and the common problems they face – the huge and ever growing disparity between the obscenely wealthy and the desperately poor who are barely making it,” Keeley added.

“The contrasts I observed this summer between nations like Indonesia and Australia stimulate not only sympathy and anger between the haves and have-nots, but empathy with those whose daily struggle is that of survival, while others have little or no idea how lucky they are take for granted their secure and protective social environment.”

At the Indonesian trip, 30 teachers and educators spent three days in an intense workshop that, in the words of Keeley, “introduced them to the wonderful world of mangroves through hands-on science.”

A particular highlight was the surprise introduction of 15 school kids who came in and assisted for the afternoon, Keeley said.

“The setting is perfect, with elevated cabins connected by elevated walkways and the “hall” for the workshop itself in a Roman-style amphitheater that is open to the elements – roofed, but with shutters, not glass windows,” he said.

“The accommodation, theater and restaurant operate independent of the grid on solar power with water from local wells and storage systems which is treated through solar osmosis, although it sometimes has to be topped up by water trucks during the dry season. The food is all grown locally, and mostly seafood that is caught locally on a daily basis.”

The Australian leg of the trip, he said, was slightly different.

“Australia saw the launch of ‘Mangrovia,’ a huge inflatable red mangrove that students go inside to explore and hear storytelling,” Keeley said.

“In addition, Mangrovia’s creator, international festival artist Evelyn Roth, also designed and made 28 costumes of mangrove critters that are used in conjunction with the inflatable.

“Many Cayman students [and adults] have had similar experiences with my huge inflatable shark and the 30 mangrove critter costumes which go with it during the past 15 years! It’s an exciting way to learn.”

The issue of mangrove conservation has become more and more important in recent years, Keeley says, largely because of their environmental qualities.

“It has been known for many years, and the 2004 Asian Tsunami proved it beyond doubt, that mangroves are the first line of defense against major tropical storms, be they hurricanes or typhoons,” Mr. Keeley continued.

“Recent studies during the past six or seven years have also shown that, given the opportunity, mangroves will keep pace with sea level rise thereby extending that level of protection. In addition, recent research has shown that mangroves capture CO2 from the atmosphere and store it in leaves, roots, trunks and soil.

“No maximum storage capacity has been determined as the trees continuously store carbon in the soil for centuries or millennia. Obviously ripping out mangroves releases this stored CO2 and thereby adds to the acceleration of global warming.

“National governments from Vietnam and China to Belize and Guatemala have come to understand what local communities and scientists have been telling them for many years. Mangroves are the major source of more than 75 percent of reef species of fish and invertebrates – they are the spawning and nursery grounds for these species. Thousands of communities round the world rely on these aquatic species for their livelihoods and to feed their families.”

Next up for stamps on the increasingly-packed passport pages will be trips to Bangladesh and Kenya, scheduled for summer 2015. Keeley has already visited both briefly to get the ball rolling and he told Weekender that – funding permitting – translations of the materials and teacher training workshops will be introduced.

There seems no sign of slowing down there, either, for the Brac-based whirlwind.

“World-wide at least a dozen other countries are interested in the Marvellous Mangroves curriculum,” he concluded.

“As usual, it’s just a matter of time and, of course, money, to make it happen.” More

Greenland ice loss doubles from late 2000s

A new assessment from Europe’s CryoSat spacecraft shows Greenland to be losing about 375 cu km of ice year.

Added to the discharges coming from Antarctica, it means Earth’s two big ice sheets are now dumping roughly 500 cu km of ice in the oceans annually.

“The contribution of both ice sheets together to sea level rise has doubled since 2009,” said Angelika Humbert from Germany’s Alfred Wegener Institute.

“To us, that’s an incredible number,” she told BBC News.

In its report to The Cryosphere journal, the AWI team does not actually calculate a sea-level rise equivalent number, but if this volume is considered to be all ice (a small part will be snow) then the contribution is likely to be on the order of just over a millimetre per year.

This is the latest study to use the precision altimetry data being gathered by the European Space Agency’s CryoSat platform.

The satellite was launched in 2010 with a sophisticated radar instrument specifically designed to measure the shape of the polar ice sheets.

The AWI group, led by senior researcher Veit Helm, has taken just over two years’ worth of data centred on 2012/2013 to build what are called digital elevation models (DEMs) of Greenland and Antarctica, and to asses their evolution.

These models incorporate a total of 14 million individual height measurements for Greenland and another 200 million for Antarctica.

When compared with similar data-sets assembled by the US space agency’s IceSat mission between 2003 and 2009, the scientists are able then to calculate changes in ice volume beyond just the CryoSat snapshot.

Negative shifts are the result of surface melting and ice discharge; positive trends are the consequence of precipitation - snowfall.

Greenland is experiencing the biggest reductions in elevation currently, losing about 375 cu km a year (plus or minus 24 cu km per year), with most of the action occurring at the west and south-east coast of the continent.

Significant thinning is seen also in the North East Greenland Ice Stream (NEGIS).

“This has three outlet glaciers and one of these, the Zachariae Isstrom, has retreated quite a bit and some volume loss has already been reported. But we see now that this volume loss is really propagating to upper areas, much further into the interior of the ice sheet than has been recorded before,” explained Prof Humbert.

In Antarctica, the annual volume loss is about 128 cu km per year (plus or minus 83 cu km per year).

As other studies have found, this is concentrated in the continent’s western sector, in the area of the Amundsen Sea Embayment.

Big glaciers here, such as Thwaites and Pine Island, are thinning and retreating at a rapid rate.

Some thickening is seen also, such as in Dronning Maud Land, where colossal snowfalls have been reported. But this accumulation does not offset the losses occurring in West Antarctica.

A British-led group recently reported its own Antarctica DEM, using a different algorithm to process the numbers in the CryoSat data.

The AWI outcomes look very similar, and the German team has transferred the exact same approach to Greenland so it can have confidence in comparing the two continents.

The losses also look consistent with the analysis coming out of the American Grace mission, which uses a different type of satellite to monitor gravity changes in the polar regions - to, in essence, weigh the amount of ice being dumped into the sea.

Prof Andy Shepherd, who was part of the British group that reported its findings in May, commented: “This is yet another exciting result from CryoSat, thanks to the team at AWI, charting yet more new ground by providing the first complete survey of ice volume changes in Greenland.

“However, the increased ice losses that have been detected are a worrying reminder that the polar ice sheets are still experiencing dramatic changes, and will inevitably raise concerns about future global sea-level rise.” More

Besieged by the rising tides of climate change, Kiribati buys land in Fiji

The people of Kiribati, a group of islands in the Pacific ocean particularly exposed to climate change, now own a possible refuge elsewhere. President Anote Tong has recently finalised the purchase of 20 sq km on Vanua Levu, one of the Fijiislands, about 2,000km away.

The Church of England has sold a stretch of land mainly covered by dense forest for $8.77m. "We would hope not to put everyone on [this] one piece of land, but if it became absolutely necessary, yes, we could do it," Tong told the Associated Press. Kiribati has a population of about 110,000 scattered over 33 small, low-lying islands extending over a total area of 3.5m sq km.

In 2009 the Maldives were the first to raise the possibility of purchasing land in another country in anticipation of being gradually submerged. At the time the government looked at options in India and Sri Lanka.

Now Kiribati has taken action. "Kiribati is just the first on a list which could get longer as time passes," says Ronald Jumeau, Seychelles ambassador at the United Nations, who took part in the international negotiations on climate change in Bonn last month.

In March the Intergovernmental Panel on Climate Change published the volume on adaptation of its fifth assessment report, confirming in starker terms forecasts first outlined by scientists in 1990. Within a few decades, small islands in the Pacific and Indian oceans risk being extensively or even completely submerged. In places the sea level is rising by 1.2cm a year, four times faster than the global average.

The cost of protecting these places against rising sea levels, compared with national income, is among the highest in the world. Kiribati, Tuvalu and the Maldives are among the 10 countries where the financial impact of climate change is the most severe.

For many of these countries, which are represented by the Alliance of Small Island States, the impacts of climate change are "irreparable", as Tong has often stressed. "Whatever is agreed within the United States today, with China [the two largest sources of CO2 emissions], it will not have a bearing on our future, because already, it's too late for us ... And so we are the canary. But hopefully, that experience will send a very strong message that we might be on the frontline today, but others will be on the frontline next," he said in an interview on CNN last month. This explains why small island states think it is so important to set up an international mechanism for loss and damage, to compensate for the irremediable consequences of global warming.

The international community approved the principle of such a mechanism in November 2013. "When a population is forced to leave its country, it is no longer a matter of adaptation," Jumeau claims. "Where will these countries find funds? It is up to the industrialised countries, which caused global warming, to shoulder their responsibilities." He wants to make the loss and damage mechanism a priority for the global deal on climate change slated to be signed in Paris in December 2015.

In the immediate future, the land purchased by Kiribati will above all be used to for agricultural and fish-farming projects to guarantee the nation's food security. With sea water increasingly contaminating the atolls' groundwater and catastrophic coral bleaching – total in some cases such as Phoenix atoll – there are growing food shortages. "Among the small islands, Kiribati is the country that has done most to anticipate its population's future needs," says FranƧois Gemenne, a specialist on migrations at Versailles-Saint Quentin University, France. "The government has launched the 'migration with dignity' policy to allow people to apply for jobs on offer in neighbouring countries such as New Zealand. The aim is to avoid one day having to cope with a humanitarian evacuation."

Many Strong Voices Programme: Building Communities Capacities for Relocation

In May 2014, the New Zealand Court of Appeal dismissed a claim by Kiribati national Ioane Teitiota that he and his family are “climate refugees” and therefore should be allowed to stay in New Zealand.

Teitiota argued that sea level rise due to climate change was making his country uninhabitable and in effect forced his family to seek refuge. The court dismissed Teitiota’s request on the grounds that environmental migrants are not covered under the UN Convention Relating to the Status of Refugees.

Meanwhile, as Teitiota’s claim was winding its way through the New Zealand legal system, the Intergovernmental Panel on Climate Change (IPCC) released its Fifth Assessment Report. The report provides stark details on the implications of sea level rise over the coming decades and what it means for countries like Kiribati and other islands or low-lying coastal regions. It further states that, even with lower emission scenarios, 1.3 metres of sea level rise is “locked in” over the next century, potentially making 15% of the world’s islands uninhabitable. Higher emissions will lead to more melting and will threaten more island habitats.

The IPCC report and other evidence clearly show that the effects of climate change are happening more quickly and are often more severe and unpredictable than anticipated. Among other devastating climate impacts, such as the melting of the West Antarctic Ice Sheet, numerous studies now recognize the potential for mass displacement and relocation of peoples and communities around the world and the associated threats to the social, cultural and economic fabric of their communities. Regardless of the causes, forced displacement and relocation have predictable consequences for marginalized communities.

The 1996 Report of the Royal Commission on Aboriginal Peoples in Canada found that:

The results of more than 25 studies around the world indicate without exception that the relocation, without informed consent, of low-income rural populations with strong ties to their land and homes is a traumatic experience. For the majority of those who have been moved, the profound shock of compulsory relocation is much like the bereavement caused by the death of a parent, spouse or child.

The New Zealand court decision illustrates the gap between the moral challenge we face and the legal frameworks that are inadequate to address climate-induced displacement and migration, both within and across borders. In response to this challenge, people in affected regions are combining forces and working together to achieve climate justice. One such example is the Many Strong Voices (MSV) programme, which brings together people and organizations in the Arctic and SIDS to take action on climate change and links people and regions that might not otherwise realize their common interests.

In the Arctic and SIDS, discussions are already underway. The complex interplay of extreme weather events coupled with slow onset processes, such as erosion and sea level rise, are endangering the lives, livelihoods and cultures of the inhabitants of these coastal and island communities. Accelerated rates of erosion or flooding are threatening dozens of these communities. Traditional methods of reducing vulnerability and building resilience are unable to protect communities, and therefore community-based relocation is the only feasible solution.

In September 2012, MSV launched an initiative to connect and build the capacity of communities that are facing relocation. In partnership with the Center for International Environmental Law and the Alaska Immigration Justice Project, MSV held a dialogue between community leaders from Newtok, Alaska, and the Carteret Islands in Papua New Guinea to learn how informed and participatory decision-making can guide these relocations, minimize adverse effects, and foster community resilience. The people in the Carterets, like those in other Small Island Developing States (SIDS), understand there is a direct connection between sea ice decline and other changes in the Arctic and the adverse impacts they are experiencing. This relationship between regions that might otherwise be seen as remote and unconnected is the foundation of Many Strong Voices.

Building on this initial dialogue, MSV held a global consultation, the Warsaw Dialogue, with affected peoples and communities – as well as civil society representatives, researchers and policymakers – to identify their needs as a means to develop appropriate tools and resources to assist such communities in their relocation efforts. Held on 18 November 2013 during the UNFCCC negotiations (COP19), the Warsaw Dialogue provided an opportunity to learn from those who are engaged in community relocation processes or relocation policies. The aim was to discuss the challenges communities face (as well as the opportunities) to gain a better understanding of the tools and resources needed to ensure that affected peoples and communities can meaningfully participate in relevant decision-making processes.

As one participant from the Pacific said, “We must be pragmatic in our approach, given how quickly some small islands are going under water. We need to educate people about the impacts of climate change on their lives and livelihoods.” All in all, this is the primary objective of MSV’s dialogues and consultations, for those affected to share their experiences and what they’ve learned along the way with a diverse network of people facing similar situations.

One thing we’ve learned is that, despite the devastating effects climate change is already having on coastal and island communities around the world, the stories of Newtok and the Carteret Islands and other communities are not about climate “victims” or “refugees”, but rather about problem solvers. They are about leadership in the face of extreme challenges and threats to one’s cultural heritage and survival. They are about overcoming those challenges using local and traditional knowledge and decision-making processes – and a whole lot of creativity. And they are about the strength and resilience of two communities that are taking the necessary actions to relocate to ensure the cultural resilience and long-term sustainability of their respective communities. Sea-Level Rise in Small Island Nations - Up to Four Times the Global Average - to Cost US$ Trillions in Annual Economic Loss and Impede Future Development: Shift to Green Policies and Investment Critical

Bridgetown, 5 June 2014 – Climate change-induced sea-level rise in the world's 52 small island nations – estimated to be up to four times the global average – continues to be the most pressing threat to their environment and socio-economic development; with annual losses at the trillions of dollars due to increased vulnerability. An immediate shift in policies and investment towards renewable energy and green economic growth is required to avoid exacerbating these impacts, says a new report by the United Nations Environment Programme (UNEP).

In all SIDS regions, coral reefs, the frontline for adaptation, are already severely impacted by rising sea surface temperatures. The global net loss of the coral reef cover - around 34 million hectares over two decades – will cost the international economy an estimated US$11.9 trillion, with Small Island Developing States (SIDS) especially impacted by the loss.

In the insular Caribbean, for example, up to 100 per cent of coral reefs in some areas have been affected by bleaching due to thermal stress linked to global warming. Climate threats are projected to push the proportion of reefs at risk in the Caribbean to 90 per cent by 2030 and up to 100 per cent by 2050.

The SIDS Foresight Report identifies climate change impacts and related sea-level rise as the chief concern among twenty emerging issues impacting the environmental resilience and sustainable development prospects of SIDS– including coastal squeeze, land capacity, invasive alien species and threats from chemicals and waste.

"Rio+20 emphasized that SIDS have unique vulnerabilities and require special attention during the evolution of the sustainable development agenda in order to achieve the gains required to lift people out of poverty, create green jobs and provide sustainable energy for all," said UN Under-Secretary-General and UNEP Executive Director Achim Steiner.

"For example, these 52 nations, home to over 62 million people, emit less than one per cent of global greenhouse gases, yet they suffer disproportionately from the climate change that global emissions cause."

"Fortunately, studies demonstrate that we have the tools and capabilities to head off future developmental setbacks. It is up to the international community to supports SIDS—not least through building momentum towards a robust climate agreement — to be agreed in 2015, which will cut emissions and minimize the threat of climate change for these nations," he added.

The report – launched in Bridgetown on World Environment Day – warns that the magnitude and frequency of many weather and climate-related hazards will increase as climate warming accelerates, especially in small islands. This will lead to disproportionate and compounded climate change impacts, which will adversely affect multiple sectors - from tourism, agriculture and fisheries to energy, freshwater, healthand infrastructure, unless ocean-based green economy approaches and policy options are put into action.

However, it also demonstrates that SIDS can transition to an inclusive green economy and ensure a sustainable prosperous future by taking advantage of opportunities in areas such as renewable energy, sustainable exploration of unexploited resources, developing an ocean-based green economy and leading the world in the development of inclusive indicators that go beyond Gross Domestic Product to include natural resources.

A second report, the Barbados Green Economy Scoping Study – also launched by UNEP on World Environment Day – provides a practical roadmap for policymakers and businesses on the greening of tourism, agriculture, fisheries, building/housing and transportation in Barbados—lessons that can also be applied in other SIDS.

"The issue of the Green Economy is of particular importance to Barbados given our national commitment to advance an inclusive sustainable development paradigm—in the process creating a Barbados that is socially balanced, economically viable and environmentally sound," said Freundel Stuart, Prime Minister of Barbados.

"The policy, investment and research proposals contained in the Green Economy Scoping Study will not be confined to a shelf," he added. "This can be witnessed in the integration of the green economic policy proposals into the new Barbados Growth and Development Strategy, and the mobilization of major investments that harmonize with the green economy in areas such as agriculture, tourism, waste, and water."

Disproportionate Climate Change Impacts

SIDS’ vulnerability to climate change and sea-level rise is magnified due to their relatively small land masses, population concentrations, and high dependence on coastal ecosystems for food, livelihood, security and protection against extreme events.

While the global average of sea-level rise is 3.2 mm per year, the island of Kosrae, in the Federated States of Micronesia, is experiencing a sea-level that is rising at a rate of 10 mm per year. The tropical Western Pacific, where a large number of small islands are located, experienced sea-level rise at a rate of 12 mm per year between 1993 and 2009—about four times the global average.

Among the threats are increased flooding, shoreline erosion, ocean acidification, warmer sea and land temperature, and damage to infrastructure from extreme weather events.

Apart from its direct impacts, climate change will have a compounding effect on several socio-economic sectors in SIDS.

For example, fisheries play a significant role in the economy, livelihoods and food security of SIDS, estimated at up 12 per cent of total Gross Domestic Product (GDP) in some nations. In Pacific SIDS, fish accounts for up to 90 per cent of animal protein in the diet of coastal communities.

Yet climate change is expected to negatively impact fisheries, posing a clear challenge to meeting the nutritional needs of growing populations, damaging livelihoods and hampering efforts to lift people out of poverty.

Climate change will also impact tourism, which represents more than 30 per cent of SIDS total exports. For example, a 50-centimeter rise in sea-level would result in Grenada losing 60 per cent of its beaches.

Then there is the financial cost of adaptation to climate change: under business-as-usual models, the capital cost of sea-level rise in the Caribbean Community Countries alone is estimated at US$187 billion by 2080.

The report calls on the international community to gear up actions towards reducing climate change impacts, especially in SIDS, and to adopt a legally binding agreement that includes clear ambitious targets for reduction of greenhouse gas emissions.

In parallel to the global process, a comprehensive package that outlines agreed mitigation, adaptive, technological and cooperative measures - to implement at the earliest possible time - should be developed, the report says.

Developing Appropriate Indicators

A cross-cutting issue identified in the report is the need to develop appropriate growth indicators that take into account climate change, poverty, natural resource depletion, human health, and quality of life. According to the report, GDP-based indicators do not consider many of the features of small and limited economies, like those of SIDS.

New growth indicators already exist—including the Inclusive Wealth Index, developed by UNEP and the UN University—but they are yet to enter into widespread use, even though they clearly show that current economic growth is coming at the expense of depleting natural resources.

Given the particular vulnerability of SIDS, it is imperative that sustainable development indicators are applied to track accurately the growth of these states. The report calls on SIDS to collaborate in encouraging these efforts, which require cooperation among academics, policymakers, and other stakeholders.

Other Challenges and Opportunities

The report highlights a raft of other issues and opportunities, among them:

Harnessing Renewable Energy Opportunities

On average, more than 90 per cent of the energy used by SIDS comes from oil imports, causing a severe drain on limited financial resources and pushing electricity prices to among the highest in the world—in some cases 500 per cent of prices in the United States. At the same time, a large percentage of residents in SIDS do not have access to electricity: for example, 70 per cent of the population in Pacific Islands.

SIDS have bountiful supplies of renewable energy sources such as biomass, wind, sun, ocean, wave, hydro and geothermal. Accelerated deployment of renewable energy, prompted through appropriate policy interventions and public-private partnerships, offers an opportunity to widen access to sustainable energy and reduce the crippling costs of power.

SIDS are increasingly adopting renewable energy targets and policies, although still only 3 per cent of the energy mix in the Caribbean is from renewable sources.

Unexploited Natural Resources

Many SIDS possess unexploited natural resources in terrestrial areas as well as in their Exclusive Economic Zones (EEZs) and in the deep sea. Among these are minerals, potential pharmaceutical products, hydrocarbons, renewable energy resources, and fish stocks.

The exploration of these new frontiers of natural resources presents opportunities to meet a broad range of economic and social aspirations. Some countries are already expanding into these new areas, as seen in Papua New Guinea, which has embarked on exploratory activities for mining of seabed manganese nodules and rare earth elements.

SIDS have the opportunity to set a precedent for the sustainable exploration of these resources. Embarking on these new ventures will, however, come with diverse responsibilities; it is necessary, therefore, to conduct detailed scientific resource assessments to aid the development of robust guidelines and frameworks for sustainable management.

Developing an Ocean-based Green Economy

For most SIDS, transitioning to a green economy implies an ocean-based green economy because of the socio-economic importance of the ocean to these countries.

There are many practical and political challenges in this transition, and risks and opportunities must be scientifically assessed. Approaches and solutions exist that can be adapted by SIDS and governments and have an important role to play in providing the enabling conditions for this transition.

The Foresight Report was part of a wider process, which included the input of the UN Department of Economic and Social Affairs (UN DESA). A joint session with UN DESA identified 15 linked socio-economic issues that should be addressed, including diversifying the economies of SIDS, innovation in debt relief, and the future of food security.

The Barbados Example

While the Foresight Report focused on all SIDS, the green economy study focused on Barbados—although the lessons presented can be applied to many other nations.

A synthesis of the study—carried out in conjunction with the government of Barbados and the University of the West Indies, Cave Hill Campus—was first released in 2012, and the government has already begun to act on the recommendations.

The report finds that the green economy approach offers opportunities for managing natural capital, diversifying the economy, creating green jobs, increasing resource efficiency and supporting poverty reduction and sustainable development. It shows that there is massive potential in Barbados—for example in energy, where a saving of US$280 million can be made through a 29 per cent switch to renewables by 2029.

It also finds opportunities for growth in the following areas:

Agriculture: Greening a restructured sugar cane industry and the adoption and promotion of organic agriculture.

Fisheries: An increase in the utilisation of clean technologies; the conversion of fish into fertilizer, compost and pellets for animal feed; and better collaboration on transboundary marine jurisdictions and resource-use in the region.

Building/housing: Improving resource efficiency, reducing waste and the use of toxic substances, and enhancing water efficiency and sustainable site development.

Transport: The creation of green jobs, particularly in the provision and maintenance of fuel-efficient vehicles; technology transfer and the management of an integrated public transport system.

Tourism: Marketing Barbados as a green destination, developing heritage and agro-tourism, and creating partnerships for promoting marine conservation.

The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective.
