Imagine 1.8 Billion Advocates For Global Sustainability Through Tourism



International destinations attracted about 1.2 billion travelers last year, and the number of global travelers is expected to reach 1.8 billion in 2030. Imagine if this expanding multitude could be a positive force for a more sustainable world both on their travels and back at home.

We have an epic opportunity this year to spark change. As travelers, we can rally around the International Year of Sustainable Tourism for Development organized for 2017 by the World Tourism Organization, a specialized agency of the United Nations.

I’m in Madrid, along with hundreds of corporate, government and nonprofit leaders from around the world to participate in the official launch of the International Year. The special UN initiative is focused on building awareness and promoting action in support of the global sustainable development goals. The goals cover some of the world’s most pressing issues, including poverty reduction, education and the environment. I am here because the UN views tourism as part of the answer, and in my role as CEO of the USA arm of Hostelling International, a vice chair of the UNWTO Affiliate Member group.

The UN defines sustainable tourism broadly, in terms of economic, social and environmental impacts, both current and future. That makes this brand of tourism different. For example, it aspires to advance environmentally sustainable practices, protect cultural and natural heritage, and even reduce poverty in tourist destinations.

We have a chance to help bring sustainable tourism to the mainstream and the opportunity for impact is massive. How big? A global survey of 100,000 travelers last year by Booking.com found that 65 percent said they hadn’t stayed or didn’t know if they had stayed in eco-friendly accommodations. And among those who didn’t plan on a stay in a sustainable accommodation, 39% said it was because they didn’t know sustainable accommodations exist.

Cuba and the Cayman Islands Concerns Grow With Prospect of U.S. Presence

Already, American corporations are poised to rush into a country only 90 miles from Florida’s shores.In March, a delegation from the U.S. Agriculture Coalition for Cuba, an agribusiness group that includes Cargill, the National Grain and Feed Association, the National Chicken Council and other companies and organizations, flew to Havana to meet with Cuban officials.

The question for the Cayman Islands, who is considering constructing a new cruise ship dock, is how will the opening of Cuba affect cruise traffic to George Town?

I argue that an Economic Study is needed, in addition to the Environmental Impact Assesment (EIA), to analyse the economics of the cruise business to the Cayman Islands as a whole. This study should compare the financial benefits of stay-over tourism, with the extension of Owen Roberts International Airport (ORIA) to 10.000' feet allowing the handling of long-haul direct flights from Europe, East Asia (China, Japan, South Korea) and the Persian Gulf. It may be possible to turn ORIA into the air-hub of the Western Caribbean with Cayman Airways actually turning a profit as a regional carrier. Editor

Cayman among countries most impacted, report says

The emergence of Cuba as a rival for tourists and investment dollars will change the travel landscape in the Caribbean forever, industry leaders have warned.

“The likelihood that cruise lines will drop some existing ports to accommodate Cuba port visits is real and the proximity of Cuba to the U.S. mainland can allow for Cuba to be easily added to a schedule that can impact itineraries to near markets such as the Bahamas, the Cayman Islands, and Jamaica,” the report says.

Caribbean tourism officials are pushing for a new partnership with the U.S. amid growing concern that the thawing of relations with Cuba will have drastic consequences for neighboring islands.

“The biggest and most disruptive pebble to be dropped into the Caribbean pool in fifty years will arrive with the opening of travel to Cuba for United States citizens,” the Caribbean Hotel & Tourism Association warns in a position paper.

The association says islands closest to Cuba, including the Cayman Islands, are likely to suffer the “greatest ripple effects.”

The association is looking to create a Caribbean Basin Tourism Initiative to help boost investment and travel across the region with help from the U.S. The initiative calls for technical and policy support from the U.S. to ensure the stability of tourism-based economies in the region if U.S. tourists are, as expected, allowed to visit Cuba after a 50-year embargo.

“While U.S. tour, airline and cruise executives are eyeing the tourism potential of the long-forbidden paradise 90 miles south of Key West, Florida, conflicted stakeholders throughout the wider Caribbean have legitimate concerns [over] whether there will be a level playing field and whether the rest of the region will grow tourism arrivals or lose tourism investments and arrivals as they divert to Cuba,” said Caribbean Hotel & Tourism Association President Emil Lee. If the Cayman Islands builds a new cruise dock, destroying many dive sites in the vicinity of George Town in the process, and the islands then see some cruise lines deserting the Cayman Islands for Cuban ports where will we be then? Should these islands be developing stay-over tourism and extending the existing runway to direct accomodate long-haul flights from Europe, the Midle East and East Asia?

Caribbean small islands will be first in region to suffer from rising sea levels

NAROBI, Kenya, Monday November 3, 2014, CMC - A top United Nations official has warned that the small islands of the Caribbean will be the first territories in the region to suffer the effects of rising sea levels due to climate change.

Executive Director of the United Nations Environment Program, Achim Steiner, said here on Saturday that the effects of climate change threaten the Caribbean’s tourism industries and, eventually, their “very existence”.

Speaking ahead of Sunday’s release of the Fifth Assessment Report from the Intergovernmental Panel on Climate Change, Steiner said sea-level rise will have an “immediate impact in economic terms” on the Caribbean Small Island Developing States (SIDS), stating that the Caribbean’s tourism infrastructure is 99 per cent along the coastline.

“Many small island nations are in a far more exposed situation simply because their territory is sometimes only two, three, four meters (6.5-13 ft.) above sea level,” he said, adding “therefore their very existence is being threatened.

“The changes also in, for instance, coral reefs and mangroves that are natural barriers and help strengthen the resilience of these countries, if coral reefs are dying then clearly countries become more vulnerable,” he added.

Steiner also cited the impact of more intense hurricanes and other extreme weather events on countries whose economies cannot bear the cost of reconstruction.

On a more hopeful note, he praised proactive efforts by some Caribbean countries, such as Barbados, where “energy efficiency efforts and renewable deployment are now on the agenda of investment and national development planning”.

The efforts of the Barbados government were one reason the United Nations decided to mark 2014 World Environment Day in Barbados, Steiner said. More

Antigua Faces Climate Risks with Ambitious Renewables Target

Ruth Spencer is a pioneer in the field of solar energy. She promotes renewable technologies to communities throughout her homeland of Antigua and Barbuda, playing a small but important part in helping the country achieve its goal of a 20-percent reduction in the use of fossil fuels by 2020.

She also believes that small non-governmental organisations (NGOs) have a crucial role to play in the bigger projects aimed at tackling the problems caused by the burning of fossil fuels, such as coal, oil and gas.

Spencer, who serves as National Focal Point for the Global Environment Facility (GEF)-Small Grants Programme (SGP) in Antigua and Barbuda, has been at the forefront of an initiative to bring representatives of civil society, business owners and NGOs together to educate them about the dangers posed by climate change.

“The GEF/SGP is going to be the delivery mechanism to get to the communities, preparing them well in advance for what is to come,” she told IPS.

The GEF Small Grants Programme in the Eastern Caribbean is administered by the United Nations office in Barbados.

“Since climate change is heavily impacting the twin islands of Antigua and Barbuda, it is important that we bring all the stakeholders together,” said Spencer, a Yale development economist who also coordinates the East Caribbean Marine Managed Areas Network funded by the German government.

“The coastal developments are very much at risk and we wanted to share the findings of the IPCC report with them to let them see for themselves what all these scientists are saying,” Spencer told IPS.

“We are in a small island so we have to build synergies, we have to network, we have to partner to assist each other. By providing the information, they can be aware and we are going to continue doing follow up….so together we can tackle the problem in a holistic manner,” she added.

The United Nations’ Intergovernmental Panel on Climate Change (IPCC) has sent governments a final draft of its synthesis report, which paints a harsh picture of what is causing global warming and what it will do to humans and the environment. It also describes what can be done about it.

Ruleta Camacho, project coordinator for the sustainable island resource management mechanism within Antigua and Barbuda’s Ministry of the Environment, told IPS there is documented observation of sea level rise which has resulted in coastal erosion and infrastructure destruction on the coastline.

She said there is also evidence of ocean acidification and coral bleaching, an increase in the prevalence of extreme weather events – extreme drought conditions and extreme rainfall events – all of which affect the country’s vital tourism industry.

“The drought and the rainfall events have impacts on the tourism sector because it impacts the ancillary services – the drought affects your productivity of local food products as well as your supply of water to the hotel industry,” she said.

“And then you have the rainfall events impacting the flooding so you have days where you cannot access certain sites and you have flood conditions which affect not only the hotels in terms of the guests but it also affects the staff that work at the hotels. If we get a direct hit from a storm we have significant instant dropoff in the productivity levels in the hotel sector.”

Antigua and Barbuda, which is known for its sandy beaches and luxurious resorts, draws nearly one million visitors each year. Tourism accounts for 60 to 75 percent of the country’s gross domestic product, and employs nearly 90 percent of the population.

Like Camacho, Ediniz Norde, an environment officer, believes sea level rise is likely to worsen existing environmental stresses such as a scarcity of freshwater for drinking and other uses.

“Many years ago in St. John’s we had seawater intrusion all the way up to Tanner Street. It cut the street in half. It used to be a whole street and now there is a big gutter running through it, a ship was lodged in Tanner Street,” she recalled.

“Now it only shows if we have these levels of sea water rising that this is going to be a reality here in Antigua and Barbuda,” Norde told IPS. “This is how far the water can get and this is how much of our environment, of our earth space that we can lose in St. John’s. It’s a reality that we won’t be able to shy away from if we don’t act now.”

As the earth’s climate continues to warm, rainfall in Antigua and Barbuda is projected to decrease, and winds and rainfall associated with episodic hurricanes are projected to become more intense. Scientists say these changes would likely amplify the impact of sea level rise on the islands.

But Camacho said climate change presents opportunities for Antigua and Barbuda and the country must do its part to implement mitigation measures.

She explained that early moves towards mitigation and building renewable energy infrastructure can bring long-term economic benefits.

“If we retrain our population early enough in terms of our technical expertise and getting into the renewable market, we can actually lead the way in the Caribbean and we can offer services to other Caribbean countries and that’s a positive economic step,” she said.

“Additionally, the quicker we get into the renewable market, the lower our energy cost will be and if we can get our energy costs down, it opens us for economic productivity in other sectors, not just tourism.

“If we can get our electricity costs down we can have financial resources that would have gone toward your electricity bills freed up for improvement of the [tourism] industry and you can have a better product being offered,” she added. More

MPs pass cruise ship casino law

Visiting cruise ships are set to be allowed to keep their casinos open when in port after MPs passed the Cruise Ship (Casino) Act 2013 early this morning.

The concession — allowing on-board casinos to operate between 9pm and 5am — would ensure Bermuda remained competitive as a cruise destination, according to Tourism Minister Shawn Crockwell.

He said such a move would economically benefit both the cruise companies, which would increase their on-board revenue, and the Island, which would collect licence fees.

Presenting the Act for its second reading yesterday afternoon, Mr Crockwell said the ships would have to be in port for one night or more to qualify for permission.

“The use of the casino is to be limited to passengers on board the ship only. No local residents or visitors to the ship will be allowed to participate in casino activities.”

He said the key concern for many would be the impact on local retailers, restaurateurs and entertainers, but he believed it would be “minimal”.

Mr Crockwell said: “Our research has indicated that the majority of visiting cruise passengers return to their ship by 9pm and, by this time, most of our retail shops are closed.

“However, and I want to emphasise the word however, if the destination provides good products that include good entertainment and amenities that goes beyond the traditional offerings, the passenger will stay ashore to take in the local experience and spend money.

“Not all cruise passengers purchase their tickets at a discounted price. Many of the passengers are well-heeled and high-income earners and these new ships have one and two bedroom suites with butler services on their upper decks that have a price point comparable to high-end resorts.

“These high net income passengers choose to cruise because of the product and service that is offered and similarly they will patronise local businesses if we have the products on offer that they desire.

“Therefore, the impact to local businesses will be minimal and our Ministry will closely monitor and analyse the impact to this segment of our local businesses and enterprise.”

The Minister said smaller ships capable of berthing in Hamilton and St George’s, with a passenger capacity not exceeding 2,000, would not be charged a licence fee.

“In our discussions with the operators of these smaller, and often older ships, they have shared with us that they are at a competitive disadvantage,” he said. “Not charging them a permit fee will assist in placing them in a more competitive position.”

Mr Crockwell reiterated a commitment to hold a referendum on gaming in Bermuda before the next Budget but said the issue of cruise ship casino opening was a “separate and distinct matter”. More
