This Caribbean Island Just Went 100% Renewable - Via Winston Connolly

Bonaire (pop. 14,500), a small island off the coast of Venezuela, is famous for its beautiful marine reefs, which are visited by 70,000 tourists every year.

What many of the tourists don't realize is that the majority of the electricity powering their needs comes from renewable energy. Yet for the residents of Bonaire, the switch from fossil-fueled to renewable energy systems has made a world of difference.

Like many Caribbean islands, Bonaire originally relied on diesel fuel to generate electricity for residents, with a peak demand of 11 megawatts (MW). This fuel had to be shipped in from other nations, resulting in high electricity prices for Bonaire residents, along with uncertainty about when and how much prices might increase with changing fuel costs.

In 2004, everything changed when a fire destroyed the existing diesel power plant. Although tragic, the situation provided an opportunity for Bonaire to consider what kind of new electricity system to build. Temporary diesel generators were rented to provide power for the short term. Meanwhile, the government and local utility began working together to create a plan that would allow Bonaire to reach a goal of generating 100 percent of its electricity from renewable sources.

The result is a transformed electricity system on Bonaire. The island is now home to 12 wind turbines with a total of 11 MW of wind power capacity, which contribute up to 90 percent of the island's electricity at times of peak wind, and 40-45 percent of its annual electricity on average.

Battery storage (6 MWh) is included in order to take advantage of available power in times of excess wind, and provide that stored electricity in times of low wind. The battery also boosts the reliability of the overall system—it is capable of providing 3 MW for over two minutes, allowing time for additional generation to be started when there is a sudden drop in wind.

The Bonaire system also includes 14 MW of diesel generation, five total generators, which provide the necessary power to meet the load when there is not enough wind power available. The generators are equipped to run on both traditional diesel as well as biodiesel. The next steps in the island's energy transformation involve using local algae resources, grown in the large salt flats on the island, to create biofuel, which can then be used in the existing generators. This will allow Bonaire to operate a 100 percent renewable electricity system—with on average 40–45 percent from wind and 55-60 percent from biodiesel.

The new electricity system led to more reliable electricity, more employment opportunities, reduced dependence on oil (and its fluctuating prices), and a reduction in electricity bills. Bonaire residents currently pay $0.22/kWh for electricity, much lower than prices on other nearby Caribbean islands, which are often $0.36/kWh or above.

When oil prices spiked in 2008, while Bonaire was still using temporary diesel generators before making its transition to renewables, electricity prices on the island reached $0.50/kWh. The new electricity system also created jobs for the construction and ongoing operation of the wind farm, and for research and development of algae production capabilities and conversion to biofuel. Additional employment opportunities will be created for continuing algae production and operation of the biodiesel plant.

The success of the updated electricity system on Bonaire provides an important example to other nearby islands of the opportunity to achieve high levels of renewable energy penetration.

On The Legal Front: Climate Science, Awareness and Solutions (CSAS)

The only way to win the carbon war soon enough to avert unacceptable casualties of young people and other life on the planet is to carry out the battle on several fronts simultaneously.

(That’s the reason for the expansive name of our organization, Climate Science, Awareness and Solutions (CSAS), and also the reason that we support disparate organizations, including Citizens Climate Lobby, Our Children’s Trust, 350.org…).

We sometimes ask if we are using our time right, spending too much time on the legal front?[1] After all, the end game begins only when we achieve an across-the-board transparent (thank you, Pope Francis, for recognizing that!) carbon fee. Focus on a carbon fee is high priority because of the danger that Paris agreements may amount to little more than national “goals” and, what’s worse, more effete ineffectual “cap-and-trade” shenanigans. A focus on science is also needed, as there is still no widespread recognition of the urgency of emission reductions, and better understanding of the science is required to achieve a good strategy to restore energy balance.

The legal approach complements recognition of the moral dimensions of climate change. Can you imagine civil rights advancing without help of the courts? Yet courts will not likely move, and they did not move in the case of civil rights, until the public recognizes the moral dimension and begins to demand action. So it is also essential to get the public more widely involved.

When a judge issues a ruling it has certain gravity. It seems that courts retain more respect with the public than legislatures do. So it is wonderful to report two important legal victories this week. Both are due to remarkably capable, determined individuals, who simply will not give up.

First, the Dutch case. The Netherlands, which will cease to exist within a century or so if the world stays on its present carbon path, is an appropriate place for the first European case in which citizens attempt to hold a state responsible for its inaction in the face of clear danger. The Dutch district court in the Hague ruled for the plaintiff, Urgenda, an environmental organization. The court ordered the Dutch government to reduce emissions 25% by 2020, a stiff order. The hero behind the scenes was lawyer, legal scholar, and author Roger Cox, who has relentlessly pursued this action for the past several years on behalf of young people and future generations.

In Seattle, the King County Superior Court Judge ordered the State to reconsider the petition of eight youth, who brought their case with the help of Our Children’s Trust, requesting that the state reduce emissions consistent with dictates of the best available science. The latter was provided in testimony to the court by Pushker Kharecha, Deputy Director of CSAS, based on our paper in PLOS One, which was not disputed by Washington State, and which calls for a reduction of emissions by 6% per year. The relentless behind-the-scenes champions in this case are Julia Olson (director of Our Children’s Trust) and legal scholar Mary Woods.

Government lawyers, in the Netherlands and Washington State, scurried off after the verdicts to prepare appeals. If they win their appeals, it will not deter the youth or their supporters, who must be relentless in advancing the essential legal front. More on other legal plans soon. More

Caribbean “island laboratories” making a case for renewable, says Mazurier

In early March, Stéphane Tromilin, a sustainable energy attaché in the French government, gave a United Nations webinar on the French government’s work on French islands.

In it, he spent most of the time discussing the unique challenges of islands, specifically those in the Caribbean like Guadeloupe, but also noted an island’s value as “laboratories to develop renewable energy solutions.”

Christophe Mazurier, a European financier and climate defender, has seen these laboratories in action, specifically in the Caribbean, where he has a home in the Bahamas. While many of these nations are at greater risk of climate disasters - in the form of devastating hurricanes and other storms - than most other places on earth, many refuse to become victims of the global intransigence on climate change. Instead, many Caribbean nations are taking it upon themselves to be the change they wish to see in their developed-nation counterparts.

Guadeloupe, the overseas French territory mentioned earlier, is getting nearly 30 percent of its energy from solar, a number on par with climate leaders Germany. Aruba gets 20% of its energy from wind, and is aiming to be totally sustainable by 2020. Ten island nations, including the Bahamas, the British Virgin Islands, Grenada, Dominica and more have joined the Ten Island Challenge, launched by Richard Branson as a means to give these Caribbean island clear renewable goals and support them in meeting those goals.

Mazurier says that in many ways, the Caribbean’s move to solar was preordained. Not because they are at the forefront of climate change susceptibility, but because of their incredibly high energy costs. Most Caribbean island nations pay around 33 cents per kWh of energy, while for comparison the United States pays 10 cents per kWh. Even with the price of fuel bottoming out, and energy costs in places like Jamaica being cut in half, Jamaica and others were already well on their way to a renewable future.

In 2013, Jamaica signed a deal that would bring 36 MW of wind power for $63 million, which would help it divest from diesel oil in the long-term. By investing heavily in renewables now, the islands can avoid paying for diesel in the future… No matter how the price fluctuates. Mazurier says that this is the key for these Caribbean island nations, who don’t have multimillion dollar climate budgets. These nations cannot just throw money at the problem in hopes that they can play a role in the ultimate cooling of the climate. Their emissions are negligible in the grand scheme of things. The only aspect that can get these nations to buy in if they know they will ultimately pay less for energy than they do now. The positives for the overall climate and the state of the planet are simply a secondary byproduct of these finance-driven deals.

Whichever way it breaks out, says Mazurier, the Caribbean turn toward renewable energy is a refreshing and encouraging sign. The question now becomes: Can the larger nations take note of their island peers? More

Bahamas takes on renewable energy challenge - Missed Opportunity for Cayman?

The Bahamas has become the latest recruit to Richard Branson's green energy drive for Caribbean islands.

Branson's Carbon War Room NGO is aiming to help islands in the region transition from expensive fossil fuel imports to using their own renewable energy resources as part of its Ten Island Challenge programme.

This week the Bahamas joined the push, committing to developing 20MW of solar PV generation in the outer Family Islands, bringing energy efficiency and solar solutions to a local high school, and replacing streetlights across the nation with energy efficient LED lights.

Carbon War Room plans to support these goals by providing the country's government with a range of technical, project management, communications, and business advisory services.

The Bahamas joins the islands of Aruba, Grenada, San Andres and Providencia in Colombia, Saint Lucia, and Turks & Caicos in the challenge, which aims to generate how small states can decarbonise in a cost-effective manner.

"The Bahamas' entry into the Ten Island Challenge signals another step forward for the Caribbean region in the effort towards a clean energy future," Branson said in a statement. "The progress made in The Bahamas will help inspire other islands to work towards accomplishing their renewable energy objectives."

While the focus to date has been on Caribbean islands, earlier this year Peter Boyd, Carbon War Room's chief operating officer, told BusinessGreen the programme could expand into the Pacific and to isolated communities, military bases, or mines. "There are island energy economies even if the 'island' isn't surrounded by water," he said at the time.

Turks & Caicos Joins The Caribbean's Renewable Energy Race

The Premier of Turks and Caicos, the Honorable Doctor Rufus Ewing, and Carbon War Room Operation Director, Justine Locke, signed a Memorandum of Understanding, committing to work together to reduce the island's dependence on fossil fuels through increased renewable energy production and improved energy efficiency.

The Ten Island Challenge

The Ten Island Challenge works to accelerate the transition of Caribbean island economies from a heavy dependence on fossil fuels to renewable resources. Caribbean economies suffer from some of the highest electricity prices in the world—contributing to their national debts, and slowing efforts toward sustainable development. Despite an abundance of sun and wind, Caribbean islands have implemented relatively low amounts of renewables to date. The Ten Island Challenge is tackling this by identifying the technical and commercial solutions that can facilitate low-carbon energy use in the Caribbean.

In 2013, Sir Richard Branson committed his home of Necker Island in the British Virgin Islands to serve as a 'demo' island in the Challenge, and, in February of this year, US energy giant NRG Energy was awarded the contract to transition the island to renewables. More

Out here in the middle of the Pacific Ocean, climate change has arrived.

In the last year alone, my country has suffered through unprecedented droughts in the north, and the biggest ever king tides in the south; and we have watched the most devastating typhoons in history leave a trail of death and destruction across the region.

Lying just two meters above sea level, my atoll nation stands at the frontline in the battle against climate change. The beaches of Buoj where I use to fish as a boy are already under water, and the fresh water we need to grow our food gets saltier every day. As scientists had predicted, some of our islands have already completely disappeared, gone forever under the ever-rising waves. For the Marshall Islands and our friends in the Pacific, this is already a full-blown climate emergency.

Some tell us that we should begin planning to leave. But how can we? And why should we? These islands are our home. They hold our history, our heritage and our hopes for the future. Are the world's polluters asking us to give up our language, our culture, and our national identity? We are not prepared to do that - we will stay and fight. If the water comes, it comes.

Brick by brick, I built the seawall behind me with my own hands. But even this is barely enough to protect my family from the encroaching waves. Last year, after returning from a visit to the United Nations in New York, I was so shocked by the damage from the rising tides that I added another foot of bricks to the wall.

In the Marshall Islands we have a saying - "Wa kuk wa jimer". It means that we are all in the same boat together. What is happening here is a mere preview of the havoc that awaits if we continue with our polluting ways. If my country goes, others will surely follow. We are the canary in the coalmine.

The climate crisis is forcing us to take matters into our own hands, both at home and on the international stage. Last year the Marshall Islands hosted the largest-ever Pacific Islands Forum Leaders' meeting in Majuro and it remains one of the proudest moments of my Presidency.

The big outcome was the Majuro Declaration for Climate Leadership, a powerful message from the world's most vulnerable countries to the big emitters that surround us that the time for talk is over, and the time for action is now. Our efforts had an impact with the United States, the European Union, the United Kingdom, Mexico and Japan all committing to be climate leaders, and to do more to tackle climate change. At this time last year, I presented the Declaration to UN Secretary-General Ban Ki-moon, and promised to bring the spirit of Majuro to his Climate Change Leaders' Summit in New York, which is now less than a week away.

The Summit comes not a moment too soon. It is the first gathering of world leaders on climate change in nearly five years, and just over a year before our deadline to sign a new global treaty on climate change in Paris at the end of 2015.

Paris cannot be another Copenhagen. The world has changed too much. The science is more alarming, the impacts more severe, the economics more compelling, and the politics more potent. Even the world's two biggest polluters - China and the United States - are working together to find a pathway to a new global agreement.

But there are still some that seek to slow us down.

To my fellow world leaders I say "next week's Summit is a chance for all of us to be the leaders we were elected to be". We must send a strong and united message to the world - and to the people that we represent - that we are ready to do a deal next year. And to avoid the worst impacts of a warmer world, this new deal must capture a vision for a carbon-free world by the middle of the century. Without it, no seawall will be high enough to save my country. Together, we must find the courage to rise to this challenge. It is time to build the greatest climate change alliance the world has ever seen.

My people are counting on it, as is all of humanity.

The work of MSV to help raise the profile of people in the Arctic and Small Island Developing States (SIDS) and their struggle against climate change has gained the support of one of the world’s most influential business leaders.

Sir Richard Branson, founder of Virgin Airlines and a champion of green energy, has offered his support to MSV, which brings together the peoples of the Arctic and SIDS to meet the challenges of climate change.

"When it comes to climate change, arctic communities and small island states share similar struggles,” Branson said. “As they feel the impacts of rising sea levels and deteriorating coastal environments, organizations like Many Strong Voices collaborate, act and innovate to achieve lasting change.

“Their critical work fills the gap between those affected by adverse climate impacts and the political and business leaders focused on creating big picture solutions."

Branson has invested considerable time and money in supporting global initiatives to reduce greenhouse gas emissions through the use of renewable resources and new technologies. Recently, he called on business leaders to take a stand against climate deniers.

Seychelles Climate Change Ambassador Jumeau at "Sustainability Conference

Ambassador Ronny Jumeau said, "Each island has it's own specificity but common problems we all face are climate change, sea level rise, problem with coral reefs, diminishing fisheries. We have food security problems, especially in low lying islands. You have water security problems on islands. We have all sorts of problems that are similar because we are islands."

Jumeau continued on to say the common mistake islands make is looking towards bigger countries for help instead of helping one another. He said the days of reaching out with a begging bowl are over and islands should come out and say "come help us help ourselves" instead. With Guam having a university and sustainability center, Jumeau added that we already have knowledge we can share.

"We are all trying to find solutions and very often one mistake we made over the many years, we tend to look towards bigger countries because they're richer or more powerful for the solutions but they don't think like us. The best thing is for us to talk before we reach out so we find out what we want to do on our islands and how do we solve these problems," he said.

Jumeau advised Guam to engage the whole community in educating ourselves about climate change because only a few things about climate change is new. He expained that it's great to have the youth interested but also to look towards our elders who have already been through many natural disasters and have more knowledge about our island.

ENERGY DARWINISM The Evolution of the Energy Industry

The global energy industry has been transformed in the last five years in ways and to an extent that few would have thought credible.

Of the $9.7 trillion of global investment in Power Generation, 71% will be in renewables or clean technologies.

The emergence of shale gas has transformed the U.S. energy market while Germany has seen some gas-fired power stations running for less than 10 days a year due to the impact of solar leading utility owners to issue profit warnings. Developed markets now spend more on renewable capital expenditures than they do on conventional generation, largely due to uncertainty over commodity pricing and likely future utilisation rates, while the legacy of Fukushima has seen Japan burning gas at $16-17/mmbtu while the U.S. basks in $3 shale, driving the introduction of the world’s most attractive solar subsidy scheme and catapulting Japan to be the world’s second largest solar market.

Conversely, the intermittency of renewables has led to the greater demand for the flexibility of gas-fired power plants in some markets. So, fuel and technology substitution is happening – and not just in developed markets. The shift in emerging markets is less marked, but is nonetheless there. The voracious appetite for power displayed by emerging markets will engender a higher level of new conventional generation (in particular coal), though gas is gradually taking demand from coal and renewables are forecast to represent 10% of new installed power generation capacity in China over the next two years. Despite these shifts, the analysis of individual fuel and technology cost curves – a key determinant in setting the market price – has continued largely on a standalone basis, with limited emphasis on the risks of substitution.

Accordingly, in this report we have combined the work of our alternative energy oil & gas, mining (coal), utility and commodity research teams to create an integrated energy cost curve, which allows us to assess the impact and risks of this substitutional change across all fuel and technology types. Importantly, this integrated curve looks at incremental energy demand and supply, meaning relatively small changes in the mix can have a material impact on the returns of projects, particularly those at the upper end of the cost curve. Richard Branson Launches A Green Energy Plan For The Caribbean

In 1979, when Richard Branson bought the 74-acre Necker Island in the British Virgin Islands, he paid less than $300,000. It was untouched, undeveloped, inhabited only by birds and jungle critters. Back then, no one worried a wit about carbon emissions, ocean acidification, rising sea levels. To bring electricity to his island retreat Branson, like virtually everyone else on the small islands of the Caribbean, installed diesel generators.

As far as fuels go, diesel is hard to beat. It’s easy to transport and contains a lot of energy in a small volume. It’s already ubiquitous in the islands as fuel for boats. And it’s never been cleaner, with U.S. government standards limiting sulfur content to no more than 15 parts per million. For decades, diesel was simply the way to go.

But Branson wants to change that. Because running on diesel means that the cost of electricity on Caribbean islands averages about 50 cents per kwh, about five times what it is on the mainland United States.

In early February, Branson leveraged his star power to convene a three-day meeting of dignitaries from 13 Caribbean nations including the Virgin Island, St. Kitts & Nevis, Turks & Caicos and the Cayman Islands. While enjoying both Necker Island and Branson’s neighboring Moskito Island, they discussed the costs of powering their island homes and the economics of switching over to clean, green renewable energy.

Working with The Carbon War Room (an anti-carbon group he co-founded) as well as the energy experts at the Rocky Mountain Institute, Branson is promoting something called the 10 Island Renewable Challenge. The idea is to get the island nations of the Caribbean to switch away from diesel. The argument is simple: going carbon-free won’t just help keep the air clean and reduce greenhouse gases in the atmosphere — it will save lots of money too.

To help the cause, Carbon War Room and RMI have worked with the World Bank and the U.S. Overseas Private Investment Corporation to earmark $300 million for new renewable energy projects in the islands.

Necker Island will be the first to make that shift. Within three years Branson aims to be using solar and wind, with battery backup, to provide for 80% of Necker’s energy needs, with a long-term goal of 100%. Branson has contracted with NRG EnergyNRG Energy to build Necker’s renewable micro-grid.

“What we hope to do is use Necker as a test island to show how it can be done,” said Branson in a statement. “The only way we’re going to win this war is by creative entrepreneurship.”

Among the world’s CEOs and billionaires, Branson has real environmentalist cred. Sure the founder of Virgin Records, Virgin Airways, and now Virgin Galactic is responsible for millions of tons of carbon emissions over the years. But he’s been trying to make up for it. As early as 2008 his airline flew a Boeing Boeing 747 from London to Amsterdam on a low-carbon fuel made of babassu oil and coconut oil. He’s also a backer of the new solar-powered airplane SolarImpulse.

Jon Creyts, a managing director at the Rocky Mountain Institute, was in attendance at the conference, and shared with the group RMI’s research on just how much sense it makes for the islands to shift from diesel. According to Creyts, when you factor in the costs of fuel, transmission and capital investment, the average cost of electricity in the Caribbean ranges from 32 cents to 65 cents per kwh. That’s as much as five times what the average American pays for electricity. Most of that cost is in the diesel; a 1,000 kw diesel generator running at 100% capacity gulps about 70 gallons in an hour. That equates to .07 gallons per kwh. At current diesel prices in the Virgin Islands of $3.50 per gallon that comes out to 25 cents per kwh in diesel.

Compare that with the U.S. Energy Information Administration’s figures for the all-in costs of other generation methods. Gas turbines can do about 7 cents per kwh, offshore wind 22 cents, and solar photovoltaic 14 cents.

The increased costs of building in isolated locations might add a couple cents per kwh, but overall it’s hard to argue that the islands should stick with diesel. Even before Richard Branson’s new efforts, Aruba had worked with RMI and Carbon War Room to institute a green energy revolution. In recent years Aruba invested $300 million to build a 20-turbine wind farm rated at 30 mw that meets 20% of the island’s power needs. It replaced its old electric turbines with more efficient models, and is building a solar panel park. Since beginning its efforts in 2006 Aruba has reduced its imports of heavy fuel oil from 3,000 barrels per day to 1,700 barrels, saving some $50 million a year.

The U.S. Virgin Islands had taken tentative steps toward solar, signing long-term deals with solar developers to buy power from three systems with peak capacity of 18 mw. That will meet about 18% of the territory’s peak demand. A 20-year deal with Toshiba Toshiba will cost an average of 17 cents per kwh. The islands also require that all new construction use solar power for hot water heating.

It sounds good, but even on the islands, reality is a challenge. According to a study last year by the National Renewable Energy Laboratory, solar developers need an average of 10 acres of land to put up 1 mw of solar panels. That implies that if the U.S. Virgin Islands were to go totally solar and replace its two big oil-burning generators that put out about 100 mw around the clock, they would likely need at least 1,500 acres of land (or roofs) covered in panels, a bunch of wind turbines to provide power at night, plus some sort of ingenious energy storage system smooth out the peaks. That could be doable on St. Croix, which consists of about 53,000 acres and the 1,500-acre Hovensa oil storage terminal on its south side. A 1,100-acre chunk of land adjacent to the terminal is now in process of being cleaned up and redeveloped.

An even better idea for the very long term is for these islands to tap their enormous and endless domestic energy opportunity: geothermal. Most of the islands in the eastern Caribbean were formed by volcanic action. The volcano on Montserrat erupted violently in 1997, killing 19. Because they are located close to the boundaries of two tectonic plates, the islands have plenty of natural volcanic heat that they could tap at relatively shallow depths. Already Iceland Drilling Company, based in the world’s capital of geothermal energy, is reportedly working on exploratory geothermal projects in Dominica and Montserrat. Projects are also being drawn up for Nevis and St. Vincent.

In time each of these islands could be powered by steam turbines running on virtually endless supplies of cheap energy harnessed from the Earth’s own internal furnace.

But solar, wind and geothermal are all expensive. Another part of the challenge, says Creyts, who was a McKinsey consultant before joining RMI, is that most of the Caribbean islands have pretty lackluster credit ratings and not much borrowing capacity. Indeed, Jamaica, St Kitts-Nevis, Grenada, Barbados and Antigua and Barbuda all have public debt loads approaching or surpassing 100% of GDP. That’s why it was so vital to get the World Bank and OPIC on board to help arrange low-cost financing.

There’s no shortage of potential projects for the islands to pursue, with energy-hungry hotels, hospitals and schools offering the lowest-hanging fruit. Naturally, there’s plenty of corporate partners ready to help the islands make the shift. Executives from Philips, Johnson Controls, Sungevity, Vestas and NRG were present at the Necker Island retreat.

There’s some incentive for these island nations to think about moving a little quicker in their renewables plans. Many Caribbean nation’s have joined the PetroCaribe pact created by Venezuela’s late President Hugo Chavez, whereby Venezuela has for years sent them discounted oil. Though Chavez’ successor Nicolas Maduro has continued the oil discounts, there is concern that amid Venezuela’s slow-motion economic collapse the largesse will soon end, forcing the islands to pay more on the world market.

Renewable, carbon-free energy doesn’t yet make economic sense in the most densely inhabited parts of the world that are already well served by reliable energy sources. But islands like these represent a motivated laboratory of energy evolution. In time, the lessons learned in the islands will be ripe for application across the other energy-starved corners of the world. More

Richard Branson Wants Caribbean Islands to Swap Diesel for Renewables

Dirty diesel is the most common form of electricity generation throughout Caribbean island nations, but that will change if billionaire Richard Branson has anything to do with it.

Branson is using his private island in the British Virgin Islands, Necker Island, as a test bed for a microgrid that will run on renewable generation. The project on Necker, which is supported by NRG Energy, is not just an exercise in bringing renewables to the region at any cost. It aims to make renewables affordable to island economies.

“What we’ve learned in the renewable world is everyone wants to save the world,” David Crane, NRG’s chief executive, told The New York Times. “But very few people want to pay more for energy.” The average price of electricity in the Caribbean is about four times higher than it is in the mainland United States.

The push for clean energy is the core mission of the Ten Island Renewable Challenge led by the Carbon War Room, a nonprofit founded by Branson. The problem for most islands is that the upfront cost of renewable technology and storage is relatively expensive given that most island nations have small populations. Because the projects are relatively small, compared to projects in the US or Europe, it can be difficult to get financing.

At the same time, however, islands across the globe depend on diesel, which makes electricity incredibly expensive compared to regions that rely on other fossil fuels such as coal or natural gas. Hawaii, for example, has the highest electricity rates in the United States, about double the price of the next closest state.

Branson's challenge in the Caribbean already has the support of Aruba, British Virgin Islands, St. Lucia, and Turks and Caicos. Aruba, for example, already has a wind farm and is planning more.

Other islands are looking at solar, wind, LED lighting for municipal applications, waste-to-energy, and geothermal. For years, Barbados has been toying with the idea of using a special breed of sugar cane for co-generation, but has yet to invest in a large-scale project. Late last year, Puerto Rico mandated energy storage to go with wind and solar projects on the island, which could be a model for other islands if it is successful.

On the 74-acre Necker Island, the microgrid will combine wind, solar, and batteries that can support about 80 percent of the island’s energy requirements. On small islands, like Necker, microgrids may seem like a natural solution, but cost remains an issue if they are powered by renewables.

Although the cost of renewables have come down, and might be competitive with expensive diesel power, intermittent renewable energy requires expensive storage and sophisticated controls to balance grid conditions on that small of a scale.

Branson has the will and the deep pockets to invest in such a project, but the results will have to be replicable at a price that non-billionaire utility customers can afford on other islands.

Some of the solutions may be in attractive financing, rather than in proving the technology. In some places, subsidies for diesel make it more affordable and if those are ended, renewables look more attractive. Short-term tax benefits for renewables can also help to get projects off the ground. The Carbon War Room said it would help islands with assistance in attracting project engineers and financiers.

“There’s tens of thousands of islands burning diesel fuel that’s really destroying their economies because it’s so expensive,” Crane told the The New York Times.

Branson is hoping for quick results, and not just on Necker Island. "We're hoping to get a number of islands to sign up to get as carbon-neutral as they can over the next few years," Branson told Phys.org. “Immediately afterwards,” he wrote in a blog post, “we want to head to the Pacific Islands and implement everything we will have learned.” More

5Cs Welcomes DFID Caribbean Evaluation Team

The Caribbean Community Climate Change Centre welcomed Caribbean representatives from the United Kingdom Department for International Development (UK-DFID) to its offices yesterday. The team, which is conducting an annual project evaluation, includes Alex Harvey, climate change and disaster risk reduction team leader, and Rosanne Kadir, programme officer.

The UK-DFID is providing up to £4.9 million from the International Climate Fund, between October 2011 and March 2015, to support a programme of priority actions in the Caribbean Community (CARICOM) Regional Framework for Achieving Development Resilient to Climate Change Implementation Plan (IP). This support strengthens the Centre’s ability to support national level adaptation, as well as Caribbean participation in global negotiations. It will also help some of the most vulnerable communities to withstand the impacts of climate change and variability. More

The Cayman Islands have the opportunity to transition off of fossil fuels and on to alternative energy

 

The Cayman Islands have the opportunity to transition off of fossil fuels and on to alternative energy via the Ten Island Challenge. This is due to Sir Richard Branson, Founder of the Carbon War Room, a charity founded by him and based in London.

The Ten Island Challenge was first mentioned at the Rio+20 Summit, held in June 2012 where Christiana Figueres, Executive Secretary of the UNFCCC, shared the stage with Sir Richard Branson and Jose Maria Figueres, President of the Carbon War Room, and threw down a challenge for Carbon War Room to work with ten Caribbean islands to accelerate their transition off fossil fuels. She heightened the challenge by adding that those ten islands should be signed on by 2014.

The Carbon War Room took on that challenge and is currently working to bring ten islands onboard to become Smart Island Economies. Aruba was the first island to sign up and they now have St. Lucia, Grenada, and the British Virgin Islands committed, and are in conversations with others. Hopefully, the Cayman Islands and Bermuda will be the next islands to sign up.

The Cayman Island’s government has been invited to attend and hopefully will have a delegation traveling to the British Virgin Islands early next month. Bermuda has aslo been invited and we are awaiting their response. More

Seychelles- a determined Island Nation

Dear people of Seychelles, Dear residents of Seychelles, Dear visitors to our country, A new year, a new chapter in our history. A new page that we all have to write together, guided by the experience of the preceding years, motivated by our tenacity to do more and better, inspired by our resilience and the values that unite us as a nation.

A small nation that is young and vulnerable. But we are a nation that is strong because of our patriotism, our solidarity, our resoluteness and courage to face challenges with enthusiasm and open mind. With intelligence and without fear. A small nation that has ambitions. It dares to realize its dreams in spite of the constraints it faces. A small nation that has reached an envious stage in its development and prosperity, always striving for an even better future for its people.

The start of this new year is a fitting occasion to look back at our past and draw the lessons that will enable us to chart our future. It has not always been easy. We encountered difficulties and obstacles. There were times when we made some errors. But we have learned our lessons. All this is behind us. We now have to look at the future.

History tells us that we are a resilient people. A nation forged by the flames of struggle and tenacity. This has made us strong and bold. Always ready to face the unknown. Always ready to take our own destiny and future in our own hands. No one else will do it for us. 2014 is the start of a new future. A future that we all help to build daily, in the spirit of sharing and solidarity. In a spirit of national unity and patriotism. In the spirit of the New Seychelles that unceasingly requires our love, our responsibility and our hard work in order to lead it toward the better horizon.

In all decisions we take, in all we do, the future of our homeland is more important than all else. The future of the New Seychelles comes first.

Small islands conjure up images of paradise on earth. They are small; they are beautiful! But small is also vulnerable. We are vulnerable to a host of threats ranging from climate change, to the plundering of the resources of our Blue Economy, piracy, trans-border organized crime. The challenges are many. But we, the inhabitants of one of the most beautiful small island states, have not allowed these to deter us from fulfilling our vision. It is a vision of a better world -- one of hope, justice, peace and opportunities. It is a vision constructed on our principles. A vision for the New Seychelles. A vision which has propelled us to the forefront of the fight for the cause of small island developing states.

For many years Seychelles has championed the cause of small island states. Our leadership role has long been recognised. And this year, our efforts and vision, along with those of others, have been vindicated. 2014 has been designated by the United Nations as the "International Year of Small Island Developing States".

The theme finds singular resonance with us. That is why we have adopted it as our national theme, while situating it in our own context. International Year of Small Island Developing States: Seychelles – A Determined Island Nation is our theme of the year 2014.

We are a truly determined island state. We are conscious of our weaknesses, our constraints … But we are a resilient small nation. A small nation that has proved its resolve and resilience on countless occasions in the face of vicissitudes. We have faced them, we have overcome them against all odds, and we have emerged stronger and bolder.

The New Seychelles is a reality. It is a modern and progressive edifice that continues to inspire us. We continue to strive for it. The New Seychelles is a small island state that is determined, courageous. Its eyes cast on the future, with plenty of hope and optimism. Our achievements are well documented and recognized worldwide. This makes us proud and happy. In our endeavour to bring more prosperity, greater wellbeing and a better standard of living to our people, we should never neglect the values that bind us together as a Creole nation. Our moral and spiritual values. The values and traditions we have inherited from our forebears. Values that define us as a nation but which, sadly enough, are in danger of being eroded by the social scourges which continue to afflict us.

It is for this reason that during this International Year of Small Island Developing States, we, as a determined island nation, have to continue to put emphasis on our diverse programs of education, re-education, cultural appreciation, rehabilitation, apprenticeship, etc. These programs should never lose their relevance, their raison d’être. Sustainable development cannot materialize without an ethos of hard work. It cannot happen without national unity and social harmony. Sustainable development thrives on respect -- for oneself and for one’s neighbor -- on responsibility, determination and hard work.

Let us in this Year of Small Island Developing States show to the whole world our mettle and determination. And let us cultivate and reinforce the values that define our small island nation.

In the face of all the challenges, opportunities and choices that the year 2014 will bring, let us make the resolution to live in peace, in harmony and in solidarity. Let us continue to remain steadfast in the building of our New Seychelles.

It gives me great pleasure in wishing all Seychellois, including our compatriots overseas, all residents and all visitors to our country, a Prosperous and Happy New Year 2014!
