Workshop Explores Climate-Ocean Linkages Ahead of Third Our Ocean Conference

14 September 2016: On the eve of the opening of the Third Our Ocean Conference, the Division of Environment and Oceanic Affairs of the Ministry of Foreign Affairs of Chile and the National Geographic Society organized a workshop to consider the theme, "Is the Paris Agreement Good News for the Ocean?” The workshop took place at National Geographic headquarters in Washington, DC, US, on 14 September, immediately prior to the Third Our Ocean Conference, which is also convening in Washington, DC, from 15-16 September. Participants focused on how to build on the momentum generated with the “Because the Ocean” initiative that was announced during the 21st session of the Conference of the Parties (COP 21) to the UN Framework Convention on Climate Change (UNFCCC), which concluded with the adoption of the Paris Agreement on climate change. The workshop brought together the ocean and climate communities, including representatives from governments, climate change negotiators, scientists and civil society, to identify challenges related to including the ocean in the UNFCCC agenda and to develop an action plan for addressing ocean-related issues through the climate action to take place under the Paris Agreement. Participants also discussed linkages with Sustainable Development Goal 14 (life below water), with Jan Olsson, Ambassador for the Environment and Oceans, Sweden, briefing participants on preparations for the UN High-Level Conference on SDG 14 to be held in June 2017 in New York. He said: the science on climate change and the ocean is understood well enough to act now; action on climate change is necessary to save the ocean; and the high level conference “is an opportunity not to be missed to create a thorough overview of the totality of actions being taken and actions needed to meet our obligations under SDG 14.”   Roundtable discussions considered whether climate change impacts on the ocean should raise the level of climate action ambition, how the ocean could be included in countries' Nationally Determined Contributions (NDCs), and the way forward. Participants noted the value of further scientific research and discussions with policy makers regarding the implications of climate-related impacts on the ocean. Opportunities to spur action to address these linkages through the Paris Agreement, such as its provisions for NDCs and for a global stocktake and facilitative dialogue to take place in 2018, were also discussed. In closing the workshop, Heraldo Muñoz, Minister of Foreign Affairs, Chile, said the workshop provided a contribution to achieving the third and final goal of the “Because the Ocean Declaration,” which was to establish a work plan on the ocean under the UNFCCC. Small Caribbean Island Shows Bold Ocean Leadership: Barbuda Overhauls Reef and Fisheries Management for Sustainability

On August 12th, Barbuda Council signed into law a sweeping set of new ocean management regulations that zone their coastal waters, strengthen fisheries management, and establish a network of marine sanctuaries.

This comes after seventeen months of extensive community consultation and scientific research supported by the Waitt Institute. With these new policies, the small island of Barbuda has become a Caribbean ocean conservation leader and global role model. The regulations establish five marine sanctuaries, collectively protecting 33% (139 km2) of the coastal area, to enable fish populations to rebuild and habitats to recover. To restore the coral reefs, catching parrotfish and sea urchins has been completely prohibited, as those herbivores are critical to keeping algae levels on reefs low so coral can thrive. Barbuda is the first Caribbean island to put either of these bold and important measures in place.

“This will definitely benefit the people of Barbuda, and Antigua as well. No part of this is meant to hurt fishers. It’s the reverse – ensuring that they have a livelihood that will last in perpetuity,” said Arthur Nibbs, Chairman of the Barbuda Council and Antigua and Barbuda Minister of Fisheries.

Caribbean-wide, communities are seeing declines in the health of coastal ecosystems and fish populations. This negatively impacts economies, food security, and cultures. Visionary action like that shown in Barbuda is needed to manage the ocean sustainably, profitably, and enjoyably, for this and future generations. The coastal zones and fishing regulations reflect stakeholders’ priorities and are the outcome of a community-driven, science-based, and consensus-seeking process aiming to balance current and future needs to use ocean resources. Our Perpetual Ocean

This is an animation of ocean surface currents from June 2005 to December 2007 from NASA satellites. Watch how bigger currents like the Gulf Stream in the Atlantic Ocean and the Kuroshio in the Pacific carry warm waters across thousands of miles at speeds greater than four miles per hour (six kilometers per hour); how coastal currents like the Agulhas in the Southern Hemisphere move equatorial waters toward Earth's poles; and how thousands of other ocean currents are confined to particular regions and form slow-moving, circular pools called eddies. The swirling flows of tens of thousands of ocean currents were captured in this scientific visualization created by NASA's Goddard Space Flight Center in Greenbelt, Md.

"There is also a 20-minute long tour, which shows these global surface currents in more detail," says Horace Mitchell, the lead of the visualization studio. "We also released a three-minute version on our NASA Visualization Explorer iPad app."

The visualization covers the period June 2005 to December 2007 and is based on a synthesis of a numerical model with observational data, created by a NASA project called Estimating the Circulation and Climate of the Ocean, or ECCO for short. ECCO is a joint project between the Massachusetts Institute of Technology and NASA's Jet Propulsion Laboratory in Pasadena, Calif. ECCO uses advanced mathematical tools to combine observations with the MIT numerical ocean model to obtain realistic descriptions of how ocean circulation evolves over time.

These model-data syntheses are among the largest computations of their kind ever undertaken. They are made possible by high-end computing resources provided by NASA's Ames Research Center in Moffett Field, Calif.

ECCO model-data syntheses are being used to quantify the ocean's role in the global carbon cycle, to understand the recent evolution of the polar oceans, to monitor time-evolving heat, water, and chemical exchanges within and between different components of the Earth system, and for many other science applications.

In the particular model-data synthesis used for this visualization, only the larger, ocean basin-wide scales have been adjusted to fit observations. Smaller-scale ocean currents are free to evolve on their own according to the computer model's equations. Due to the limited resolution of this particular model, only the larger eddies are represented, and tend to look more 'perfect' than they are in real life. Despite these model limitations, the visualization offers a realistic study in both the order and the chaos of the circulating waters that populate Earth's ocean.

Data used by the ECCO project include: sea surface height from NASA's Topex/Poseidon, Jason-1, and Ocean Surface Topography Mission/Jason-2 satellite altimeters; gravity from the NASA/German Aerospace Center Gravity Recovery and Climate Experiment mission; surface wind stress from NASA's QuikScat mission; sea surface temperature from the NASA/Japan Aerospace Exploration Agency Advanced Microwave Scanning Radiometer-EOS; sea ice concentration and velocity data from passive microwave radiometers; and temperature and salinity profiles from shipborne casts, moorings and the international Argo ocean observation system. OTEC pilot plant built in Okinawa Prefecture

This month, Japanese engineering companies IHI Plant Construction Corporation, Xenesys Incorporated and Yokogawa Electric Corporation announced their collaboration in building a 50kW OTEC demonstration plant in the waters of Kumejima Island, located in the very south of Japan and part of the Okinawa Islands.

The OTEC plant will be integrated in the Okinawa Prefecture Deep Seawater Research Center, which is the largest of four deep seawater pumping systems in Japan. The companies aim to have the OTEC plant up and running in March 2013.

Regarding the roles in this project: Xenesys will design and manufacture the power generation unit and the heat exchangers; Yokogawa will design, manufacture and do the engineering of the monitoring and control system for the generation unit and the electronics for the interconnected power schemes; and IHI will develop and construct the entire facility.

Kumejima Island deep seawater research station

Okinawa Research Center is active in deep seawater utilization for over 10 years. The center established several deep seawater projects, including local area cooling services, water desalination, aquaculture and agriculture. Next year the OTEC demonstration plant will be added and connected to the deep seawater infrastructure. The OTEC plant will be used for practical testing and optimization of the output. It is an important step in the commercialization following the 30kW demonstration unit at Saga University in Saga, Japan.

The current capacity of the Okinawa Research Center is about 13,000 tons of seawater per day, pumped up from a depth of 612 meter where the water is between 6 and 8°C. The temperature of the surface seawater is around 26°C annual average, providing stable production possibilities.

Regarding future scale-ups, Xenesys estimated that it is possible to increase the intake of deep seawater to 100,000 tons per day and install 1.25MW OTEC power capacity. This would supply 10,600 MWh of electricity per year, which accounts for 10% of Kumejima’s total annual consumption.The island of Kumejima, which entered into a Sister City Relationship with the county of Hawaii last year, aims to become a self-sustaining community and model for other small islands in the Okinawa Prefecture. US East Coast Sea Surface Temperatures In 2012 Highest In 150 Years

NOAA reports that 2012 brought the warmest recorded sea surface temperatures in 150 years for the US east coast between Cape Hatteras, N.C. and the Gulf of Maine.

Using satellite and ship-board measurements, NOAA's Northeast Fisheries Science Center (NEFSC) reported that average surface temperatures reached 57.2 F (14 C) in 2012, beating the previous record set in 1951. 2012's temperature rise also marked the largest single-year increase since records began in 1854 and one of only five times that average temperatures have jumped by more than 1.8 F (1 C).

“Changes in ocean temperatures and the timing and strength of spring and fall plankton blooms could affect the biological clocks of many marine species, which spawn at specific times of the year based on environmental cues like water temperature,” said Kevin Friedland, a scientist in the NEFSC Ecosystem Assessment Program, in a press statement.

Research has shown that rising ocean temperatures as a result of climate change may also pose a threat to the ocean's single-celled phytoplankton, such as algae. They are not only the foundation of the marine food chain, Climate Central explains. They also "consume about half of the carbon dioxide that enters the atmosphere."

Scientists aren't certain of the extent to which rising temperatures will impact these organisms, or how quickly they will be able to adapt, but slowed phytoplankton growth could mean more CO2 remaining in the atmosphere.

Atmospheric CO2 concentrations are at their highest level in human history and continue to rise.

Increased carbon dioxide in the air -- as a result of human activities like the burning of fossil fuels -- also means more CO2 dissolved in the world's oceans. NOAA chief Jane Lubchenco told the Associated Press in 2012, ocean acidification is climate change's "equally evil twin."

"It's yet another reason to be very seriously concerned about the amount of carbon dioxide that is in the atmosphere now and the additional amount we continue to put out," she told AP. "It is going to be a long time before we can stabilize and turn around the direction of change simply because it's a big atmosphere and it's a big ocean."

Rising sea level

Another report [2] from Georgetown, S.C. said:

Effects of higher sea level are very clear down a winding dirt road in Georgetown County where acres of what was once a forested wetland have morphed into a salt marsh of dead trees jutting toward the sky.

"When you go into the field, you really see a lot of trees dying. That's the first thing that catches your eye," said Alex Chow, who teaches biosystems engineering at Clemson University's Baruch Institute of Coastal Ecology and Forest Science at Hobcaw Barony, a wildlife refuge northeast of Georgetown.

Chow and two other colleagues at the institute used aerial photos to map how the salt water has advanced into freshwater Strawberry Swamp from nearby Winyah Bay.

Their study found that over the past six decades, the amount of salt marsh in the area has increased from about 4 acres to more than 16 acres. The study was published in December in "Wetland Science and Practice," the quarterly journal of the international Society of Wetland Scientists.

"Over long periods – and what we looked at is over 60 years – the maritime forest retreats at approximately the same rate sea level rises," said Tom Williams, a professor emeritus of forestry and natural resources who is a co-author.

Bo Song, assistant professor of forestry and natural resources, also contributed to the study.
The study notes that along the state's north coast, the sea level rise has average 3 to 4 millimeters a year during the past century or so.

William Conner, a professor of forestry and natural resources at the institute, said that what is happening in Strawberry Swamp is similar to what is happening throughout the Southeast, where the shorelines tend to be flattened. The dead trees along the Cape Fear River in Wilmington are an example, he said. In areas where rivers are dredged for shipping, it also makes it easier for salt water to impinge on freshwater areas.

"It's been a little more dramatic in recent years," he said.

"Based on the calculations in this study, you can see it's happening much faster in the past two decades," Chow said. More
