1st Ocean Risk Summit

IISD/ENB+ @ 1st Ocean Risk Summit | 9 May 2018 | Southampton, Bermuda

On Wednesday, participants of the Ocean Risk Summit met throughout the day to hear opening remarks, keynote speakers, and presentations on ocean risk, describing and analyzing the changing ocean, and addressing ocean volatility. Two ‘deep-dive’ sessions took place in the afternoon, where panelists addressed in round-table discussions the topics of weather and climate, and health and security.

José María Figueres, Former President of Costa Rica and Founder of Ocean Unite, welcomed the risk management sector to the extended family of ocean partners, explaining that the ocean-related complex threats require a multi-sectoral response.

The Hon. C. Walton Brown, Minister of Home Affairs, Bermuda, welcomed the wide array of stakeholders represented at the Summit, and encouraged participants to commit to creating lasting change.

H. E. Peter Thomson, UN Special Envoy for the Ocean, emphasized that the ocean is the source of life on the planet, elaborating on its decline by the accumulating effects of a wide range of human impacts.
Mike McGavick, CEO, XL Group, stressed that “the risks are moving ashore with ferocity,” estimating that US$320 billion were lost last year due to natural disasters, and urging action to reverse ocean degradation.
Her Majesty Queen Noor of Jordan underscored the need to “reverse the damage we have inflicted on the vital oceanic system,” stressing that the next decade will be crucial for securing a sustainable future.

Really extreme' global weather event leaves scientists aghast

Are we not frightened? Are we unaware? Are we asleed at thhe wheel? Or are we stipid.

Climate scientists are used to seeing the range of weather extremes stretched by global warming but few episodes appear as remarkable as this week's unusual heat over the Arctic.

Zack Labe, a researcher at the University of California at Irvine, said average daily temperatures above the northern latitude of 80 degrees have broken away from any previous recordings in the past 60 years.

"To have zero degrees at the North Pole in February - it's just wrong," said Amelie Meyer, a researcher of ice-ocean interactions with the Norwegian Polar Institute. "It's quite worrying." Read More

2018 Hurricane Prediction – Strongest Cycle in 70 Years


Global Weather Oscillations (GWO) was cited by news media as the only major hurricane prediction organization that correctly predicted the hyperactive 2017 Atlantic hurricane season from beginning to end, and the destructive United States hurricane landfalls.

The media also noted that when the hurricane season began last year, “nearly every major weather agency predicted a normal 2017 hurricane season – but only Global Weather Oscillations Inc. (GWO) had an accurate forecast” – with a prediction for a destructive hurricane season with 16 named storms, eight hurricanes, four major hurricanes – and 2 major impact hurricanes for the United States.

GWO also predicted the United States would have 6 named storms and 3 hurricanes making landfall in 2017 – and where they would occur. Just as predicted, the U.S. ended up with six named storms and 3 hurricanes. GWO predicted that the Florida Peninsula would break out of their 12-year hurricane drought with a major category 3-4 hurricane making landfall on the south tip of Florida. GWO also predicted that Texas could break out of their 8-year hurricane drought with a landfalling hurricane just above Corpus Christi – and a Category 1 hurricane striking the upper Gulf Coast. The 1.5 degrees global warming call from the Pacific, still possible

 


Amidst the recent release of scientific reports on climate change, the key message has been for urgent action to limit global warming, before time runs out.



The Intergovernmental Panel on Climate Change released their Synthesis Report on the 5th Assessment Report in October, the World Bank released the "Turn down the heat, confronting the new climate normal" report in November and the United Nations Environment Program released their "Bridging the 2014 Emission Gap Report" also in November.

According to the "Turn down the heat" report and an accompanying press release - climate change impacts such as extreme heat events may now be unavoidable because the Earth’s atmospheric system is locked into warming close to 1.5°C above pre-industrial levels by mid-century, and even very ambitious mitigation action taken today will not change this.

This does not mean, however, that long-term warming of 1.5°C is locked in, or that achievement of the 1.5°C warming limit, as called for by vulnerable countries like Pacific Islands, is no longer possible.

"What we see from the scientific literature is that it's clear that we can indeed hold warming below 2 degrees in this century probably with the most aggressive mitigation emission reduction options. We can limit peak warming close to 1.5 degrees and slowly reduce that to below 1.5 degrees by 2100," said Prof. Bill Hare of the Climate Analytics Group, Potsdam Institute.

"This is going to involve fairly major changes in policy settings now but this is what we are negotiating for, to have the emissions go down in the 2020's and if we can do that fast enough then its technically and economically feasible to bring warming back to 1.5 degrees by the end of the century."

"Those that are arguing it's not possible are expressing a political judgment, not a scientific judgment."

There will be climate change impacts experienced by several regions including the Pacific islands, before warming is reduced as limiting peak warming close to 1.5°C by mid century will still result in significant damage.

At the present levels of warming (about 0.8°C above preindustrial) the impacts of climate change are already being felt in many regions of the world. Continued damage is forecast to the coral reefs in the Pacific and other tropical oceans, there is the huge risk of damage to water supply resources in dry regions and substantial drops in crop yield in regions such as sub Saharan Africa.

"On top of that we'll also be experiencing quite major increase in extreme heat events even for 1.5 degrees warming so whatever happens we're going to have to go through some very severe changes," explains Professor Hare.

Here in Lima, Peru at the 20th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP20), the Pacific islands are calling for a 1.5 degree limit to global warming by 2100. The next two weeks of climate negotiations continue the work being done by the Pacific islands as members of the Alliance of Small Islands States, lobbying for the 1.5 degree limit to global warming to be agreed upon in Paris next year.

The new climate treaty is to be agreed upon by the end of December in 2015 in Paris.

"Strengthening the long-term temperature goal to 1.5 degrees is of critical importance for us. Even at the current temperatures, our small low lying islands are being battered by king tides, salt water intrusion, coastal erosion, coral bleaching, ocean acidification, loss of species and habitats," said Ms. Ana Tiraa, Head of the Cook Islands delegation at the UNFCCC COP 20.

"These will only be exacerbated at higher temperatures, with due respect to other parties, the Cook Islands calls for ambition levels that are high enough to keep temperature rise below 1.5 degrees. Temperature rises above 1.5 degrees cannot be an option for low lying small islands if we have a hope of surviving."

According to Prof. Hare, at present there is confidence that with aggressive mitigation action warming can be held to below 2 degrees yet another decade of inaction will most likely lead to warming at 2 degrees or above. The message is clear that the time for action is now.

"It is still feasible to bring global warming to below 1.5 degrees by 2100 but whether or not the world politics and major economies will take enough action in the coming five to 20 years is in question. We are entitled to be skeptical given the inaction that has characterised the last decade as to whether that looks happening but it's not a scientific judgment or statement, the option is well and truly open to bring warming back to below 1.5 degrees. Explaining Extreme Events of 2013

A report released today investigates the causes of a wide variety of extreme weather and climate events from around the world in 2013. Published by the Bulletin of the American Meteorological Society, "Explaining Extreme Events of 2013 from a Climate Perspective (link is external)" addresses the causes of 16 individual extreme events that occurred on four continents in 2013. NOAA scientists served as three of the four lead editors on the report.

Of the five heat waves studied in the report, human-caused climate change was found to have clearly increased the severity and likelihood of those events. On the other hand, for other events examined like droughts, heavy rain events, and storms, fingerprinting the influence of human activity was more challenging. Human influence on these kinds of events—primarily through the burning of fossil fuels—was sometimes evident, but often less clear, suggesting natural factors played a far more dominant role.

"This annual report contributes to a growing field of science which helps communities, businesses and nations alike understand the impacts of natural and human-caused climate change," said Thomas R. Karl, L.H.D., director of NOAA’s National Climatic Data Center. "The science remains challenging, but the environmental intelligence it yields to decision makers is invaluable and the demand is ever-growing."

Confidence in the role of climate change about any one event is increased when multiple groups using independent methods come to similar conclusions. For example, in this report, five independent research teams looked at specific factors related to the record heat in Australia in 2013. Each consistently found that human-caused climate change increased the likelihood and severity of that event. However, for the California drought, which was investigated by three teams from the United States, human factors were found not to have influenced the lack of rainfall. One team found evidence that atmospheric pressure patterns increased due to human causes, but the influence on the California drought remains uncertain.

When human influence for an event cannot be conclusively identified with the scientific tools available today, this means that if there is a human contribution, it cannot be distinguished from natural climate variability.

"There is great scientific value in having multiple studies analyze the same extreme event to determine the underlying factors that may have influenced it," said Stephanie C. Herring, PhD, lead editor for the report at NOAA’s National Climatic Data Center. "Results from this report not only add to our body of knowledge about what drives extreme events, but what the odds are of these events happening again—and to what severity."

The report was edited by Herring, along with Martin P. Hoerling, NOAA’s Earth System Research Laboratory; Thomas Peterson, NOAA’s National Climatic Data Center, and Peter A. Stott, UK Met Office Hadley Centre and written by 92 scientists from 14 countries. View the full report online (link is external).

Global campaign launched to improve weather & climate services for small island developing states (SIDS)

A global campaign to improve weather and climate services for all small island developing states was launched today with the support of the World Meteorological Organisation (WMO), the Secretariat of the Pacific Regional Environment Programme (SPREP) and Digicel Pacific.

The Small Islands, Weather Together campaign (www.weathertogether.org) aims to show how the small island developing states of the world can work together to improve their vital weather and climate services.

In the Pacific region alone, extreme weather already accounts for 76% of all disasters with 50% directly related to cyclones. The increase in extreme weather events is also hampering the sustainable development of many small island developing states. For example, when Cyclone Evan hit Samoa in December 2012 it resulted in the loss of one third of the country’s entire annual economic output.

WMO Secretary-General Michel Jarraud stresses that small island developing states need greater investment to further strengthen their vital weather and climate services and to ensure that efforts towards sustainable development are not wasted.

"If we don’t invest in stronger weather and climate services for small island developing states then extreme weather events could simply wipe out years of development effort if they are not well prepared. It is much more cost-effective to invest in early preparedness and prevention than to focus only on rehabilitation and post-disaster action," he asserted.

Climate change is increasing the frequency and intensity of weather and climate events – cyclones, typhoons, drought, flash floods – in many small island developing states. But many of their Meteorological Services still lack the basic infrastructure, technology and expertise they need to protect vulnerable island communities and economies.

For Mr. Jarraud, there is an urgent need to enhance the quality of early warnings for extreme weather. He pointed out that the formulation and dissemination of these warnings also need to be improved so that they can be understood and used by the island communities and government agencies.

In the Pacific islands, SPREP and other partners are working to improve communication of this type of information in partnership with national meteorological services, the media, including broadcast stations and communities.

"SPREP recognises that weather forecasts and warnings such as those given during tropical cyclones do not have a shelf life, they must be disseminated rapidly to the public or else they are useless," says SPREP Acting Director General Kosi Latu.

He further noted, "We can improve the quality of the forecasts and warnings so that countries and communities have more lead time to take action. But we can also improve the way climate information is used over longer time scales by farmers, fishermen and by decision-makers across government. For example, when planning new infrastructure, we can say ‘this place has a high risk of tsunami, flooding or storm surge, so don’t build things here’."

Mr. Jarraud recalls that the small developing island states stand to suffer more and more if the global community fails to agree to a limit in greenhouse gas emissions, the main human cause of climate change and global warming.

"Greenhouse gas emissions are still on the rise. We need to reach a peak of emission over the next 15–20 years, then to decrease dramatically to zero equivalent emission in about 50–60 years from now.

"This is a huge challenge. We must act now. The more we wait, the more difficult it will be, and, therefore, the more expensive it will be for countries to adapt to climate change. If we do not act now, we are agreeing to leave the small island developing states in a situation which may no longer be manageable," he warned.

The Small Islands, Weather Together campaign was launched specifically to coincide with the lead up to the United Nations Third International Conference on Small Island Developing States, which will be held in Apia, Samoa, from 1–4 September, 2014.

WMO Launches SIDS Website

 

WMOAugust 2014: The World Meteorological Organization (WMO) has launched a small island developing States (SIDS) website to highlight its work with SIDS, given that they are low-lying and vulnerable to weather- and climate-related hazards, such as tropical cyclones, floods and droughts.


The website features: a media corner, highlighting the most recent information on SIDS; links to WMO SIDS publications, including ‘Saving Paradise: Ensuring Sustainable Development' and ‘The SIDS Caribbean Project: Preparedness to Climate Variability and Global Change in SIDS of the Caribbean Region;' and information on WMO side events to be convened at the Third International Conference on SIDS, taking place in Apia, Samoa, from 1-4 September 2014.


WMO supports SIDS in developing: adequate structures and building capacity to ensure that information is available in a timely manner to address issues such as coastal zone management, energy, environmental degradation, tourism and climate change; and scientifically sound and culturally sensitive early warning systems. It further supports national meteorological and hydrological services (NMHSs) in SIDS to help access the most sophisticated products in real-time and forecasts of extreme weather events several days in advance. Weather in Singapore driest since 1869

The prolonged dry weather affecting Singapore since mid-January has set a new record for the driest month since 1869, according to the National Environment Agency (NEA).

At the Changi climate station, the rainfall total recorded last month was 0.2mm, breaking the previous record of 6.3mm in February 2010.

Apart from being the driest month ever, last month is the most windy month in the last 30 years.

At the Changi climate station, the average daily wind speed of 13.3 kilometre per hour (kph) recorded last month exceeds the previous high of 12.5kph in January 1985.

The prolonged dry conditions have also set a new record for the lowest average daily relative humidity of 74.5%.

The previous record low for February and any month of the year was 76.9% (February 1968) and 74.6% (June 2013).

The last day of significant rainfall was on February 16 when between 0.2mm and 29m was recorded in various parts of the island.

Since then, there has been little or no rainfall, with Singapore entering another period of dry spell on February 17.

The dry weather affecting Singapore and the surrounding region is expected to persist in the first half of this month.

With the expected onset of the inter-monsoon in the second half of this month, the winds in the region will turn light and variable in direction.

Increased rainfall can be expected in the later part of the month.

This is an animation of ocean surface currents from June 2005 to December 2007 from NASA satellites. The swirling flows of tens of thousands of ocean currents were captured in this scientific visualization created by NASA's Goddard Space Flight Center in Greenbelt, Md.

"There is also a 20-minute long tour, which shows these global surface currents in more detail," says Horace Mitchell, the lead of the visualization studio. "We also released a three-minute version on our NASA Visualization Explorer iPad app."

The visualization covers the period June 2005 to December 2007 and is based on a synthesis of a numerical model with observational data, created by a NASA project called Estimating the Circulation and Climate of the Ocean, or ECCO for short. ECCO is a joint project between the Massachusetts Institute of Technology and NASA's Jet Propulsion Laboratory in Pasadena, Calif. ECCO uses advanced mathematical tools to combine observations with the MIT numerical ocean model to obtain realistic descriptions of how ocean circulation evolves over time.

These model-data syntheses are among the largest computations of their kind ever undertaken. They are made possible by high-end computing resources provided by NASA's Ames Research Center in Moffett Field, Calif.

ECCO model-data syntheses are being used to quantify the ocean's role in the global carbon cycle, to understand the recent evolution of the polar oceans, to monitor time-evolving heat, water, and chemical exchanges within and between different components of the Earth system, and for many other science applications.

In the particular model-data synthesis used for this visualization, only the larger, ocean basin-wide scales have been adjusted to fit observations. Smaller-scale ocean currents are free to evolve on their own according to the computer model's equations. Due to the limited resolution of this particular model, only the larger eddies are represented, and tend to look more 'perfect' than they are in real life. Despite these model limitations, the visualization offers a realistic study in both the order and the chaos of the circulating waters that populate Earth's ocean.

Data used by the ECCO project include: sea surface height from NASA's Topex/Poseidon, Jason-1, and Ocean Surface Topography Mission/Jason-2 satellite altimeters; gravity from the NASA/German Aerospace Center Gravity Recovery and Climate Experiment mission; surface wind stress from NASA's QuikScat mission; sea surface temperature from the NASA/Japan Aerospace Exploration Agency Advanced Microwave Scanning Radiometer-EOS; sea ice concentration and velocity data from passive microwave radiometers; and temperature and salinity profiles from shipborne casts, moorings and the international Argo ocean observation system. Website Launched on Climate Change Weather Impacts in the Caribbean

29 November 2012: The Caribbean Weather Impacts Group (CARIWIG), a project funded by the Climate and Development Knowledge Network (CDKN) and implemented in partnership with the Caribbean Community Climate Change Centre (CCCC), has officially launched a website devoted to the project.

CARIWIG seeks to: provide unbiased, locally-relevant information on modelling weather impacts of climate change in the Caribbean over different time horizons (short-term, 2030s, or 2080s); train technical staff in its national, regional and intergovernmental stakeholder organizations about the use of such data; and develop related support networks within the region.

A central feature of the project will be a web-based service providing locally-relevant weather projections information based on the best available observed data for the region and outputs from adaptation of leading weather-generator models from the UK's Environment Agency Rainfall and Weather Impacts Generator (EARWIG) and Climate Impacts Programme 09 (UKCIP09) climate scenario systems. The new web service will provide inputs for climate impact studies and training programmes concerning the Caribbean, as well as inform management decisions and policy development regarding specific potential hazards and impacts of climate change.

CARIWIG also will: promote exchange visits to specialist institutions in order to build capacity within the Caribbean on climate-compatible development; foster climate change research within the region; and exchange research findings and best practice among stakeholder institutions.

The inaugural stakeholder consultation for the project will be held from 6-7 February 2013, in Kingston, Jamaica, to discuss how CARIWIG can best serve the three sectors identified as priorities for the project, namely, water, agriculture and coastal resources.

Watching Sandy, Ignoring Climate Change

A couple of weeks ago, Munich Re, one of the world’s largest reinsurance firms, issued a study titled “Severe Weather in North America.”


According to the press release that accompanied the report, “Nowhere in the world is the rising number of natural catastrophes more evident than in North America.” The number of what Munich Re refers to as “weather-related loss events,” and what the rest of us would probably call weather-related disasters, has quintupled over the last three decades. While many factors have contributed to this trend, including an increase in the number of people living in flood-prone areas, the report identified global warming as one of the major culprits: “Climate change particularly affects formation of heat-waves, droughts, intense precipitation events, and in the long run most probably also tropical cyclone intensity.”


Munich Re’s report was aimed at the firm’s clients—other insurance companies—and does not make compelling reading for a general audience. But its appearance just two weeks ahead of Hurricane Sandy seems to lend it a peculiarly grisly relevance. Sandy has been called a “superstorm,” a “Frankenstorm,” a “freakish and unprecedented monster,” and possibly “unique in the annals of American weather history.” It has already killed sixty-five people in the Caribbean, and, although it’s too early to tell what its full impact will be as it churns up the East Coast, loss estimates are topping six billion dollars.


As with any particular “weather-related loss event,” it’s impossible to attribute Sandy to climate change. However, it is possible to say that the storm fits the general pattern in North America, and indeed around the world, toward more extreme weather, a pattern that, increasingly, can be attributed to climate change. Just a few weeks before the Munich Re report appeared, scientists at NASA’s Goddard Institute for Space Studies, in New York, published a study in the Proceedings of the National Academy of Sciences on the apparent increase in extreme heat waves. Extreme summertime heat, which just a few decades ago affected much less than one per cent of the earth’s surface, “now typically covers about 10% of the land area,” the paper observed. “It follows that we can state, with a high degree of confidence, that extreme anomalies”—i.e., heat waves—“such as those in Texas and Oklahoma in 2011 and Moscow in 2010 were a consequence of global warming because their likelihood in the absence of global warming was exceedingly small.” It is worth noting that one of several forces fuelling Sandy is much-higher-than-average sea-surface temperatures along the East Coast.


Coming as it is just a week before Election Day, Sandy makes the fact that climate change has been entirely ignored during this campaign seem all the more grotesque. In a year of record-breaking temperatures across the U.S., record drought conditions in the country’s corn belt, and now a record storm affecting the nation’s most populous cities, neither candidate found the issue to be worthy of discussion. Pressed about this finally the other day on MTV, President Obama called climate change a “critical issue” that he was “surprised” hadn’t come up during any of the debates, a response that was at once completely accurate and totally disingenuous. (Asone commentator pointed out, he might have brought up this “critical” issue on his own since “he is the friggin’ POTUS.”) More

Reducing Dependence on Fossil Fuels Essential for Sustainable Progress in Small Island Developing States, Says UN Secretary-General

Small Island Developing States (SIDS) need to free themselves from dependence on fossil fuel imports and transform their energy sectors to encompass modern, efficient, clean and renewable sources of energy, Secretary-General Ban Ki-moon said in a message to an audience of prime ministers, ministers, international experts, civil society leaders and business executives at the Barbados Conference today.

Sustainable development is not possible without sustainable energy, the Secretary-General continued in his message to the conference Achieving Sustainable Energy for All in Small Island Developing States, convened by the Government of Barbados and the United Nations Development Programme (UNDP).

The worlds appetite for energy continues to grow, and the global thermostat continues to rise. My vision is a world with universal energy access; a doubling of the global rate of improvement in energy efficiency; and a doubling of renewable energy in our mix of fuel sources by 2030.

Small island developing states are highly dependent on imported oil and other fossil fuels for transport and electricity generation, which is a major source of economic volatility.

We know that although many Small Island Developing States are energy deficient in conventional energy, limitless potential for renewable energy and energy efficiency resides in our countries. The fundamental issue thus is how do we, as small island developing states with inherent structural problems and limited resources, convert this renewable energy potential into a tangible product that is accessible, affordable and adaptable, proclaimed Prime Minister, The Honourable Freundel Stuart in addressing delegates at the opening ceremony this morning.

In some small island states, switching to hydro, solar, geothermal or other renewable energy sources can free up to 30 percent of gross domestic product which is otherwise expended on imports of oil and refined petroleum products. The savings can be then invested into jobs in sectors such as clean energy, improved health care and education, stronger safety nets for people whose livelihoods will be affected by the phase out of fossil fuels, adaptation to climate change, and other programmes. IOC Assesses Climate Vulnerability of South-West Indian Ocean Islands

13 April 2012: The Indian Ocean Commission (IOC) project on climate change adaptation, titled "Acclimate," has released five assessments of climate change vulnerability in the South-West Indian Ocean islands of the Comoros, Madagascar, Mauritius, Reunion (France) and the Seychelles.

For each case, the reports provide qualitative assessments of climate vulnerability across various sectors including: integrated water management; fisheries; risk and disaster management; energy; food security; and security and sovereignty.

According to the assessment reports, these countries face shared challenges due to climate change, such as water scarcity, extreme weather events, sea level rise and coastal erosion, and coral bleaching. The common methodological framework across all five assessments has allowed production of a regional strategy for climate change adaptation, which will be submitted for political acceptance by the concerned countries at the end of 2012.

Acclimate, which started in 2008, was commenced to strengthen the capacity of South-West Indian Ocean island States to adapt to climate change. The assessments aim to share knowledge and contribute to mainstreaming climate issues into national and regional policy processes. Extreme Weather Threatens Rich Ecosystems

Extreme weather such as hurricanes, torrential downpours and droughts will become more frequent in pace with global warming. Consequently, this increases the risk for species extinction, especially in bio diverse ecosystems such as coral reefs and tropical rainforests.

Human impact means that flora and fauna become extinct at a rate 100–1000 times higher than normal. Climate change has been deemed as one of the main causes of species depletion.

A research team in theoretical biology at Linköping University has, through the use of mathematical modelling and simulation, studied how the dynamics of different types of ecosystems may be affected by significant environment fluctuations.

Linda Kaneryd, doctoral student and lead author of a study recently published in the journal, Ecology and Evolution, says the results were surprising.

“Several previous studies of food web structures have suggested that species-rich ecosystems are often more robust than species-poor ecosystems. However at the onset of increased environmental fluctuations, such as extreme weather, we see that extreme species-rich ecosystems are the most vulnerable and this entails a greater risk for a so-called cascading extinction.” More
