Planet at Risk

Human interference with the climate system is occurring, and climate change poses risks for human and natural systems . The assessment of impacts, adaptation, and vulnerability in the Working Group II contribution to the IPCC's Fifth Assessment Report (WGII AR5) evaluates how patterns of risks and potential benefits are shifting due to climate change. It considers how impacts and risks related to climate change can be reduced and managed through adaptation and mitigation. The report assesses needs, options, opportunities, constraints, resilience, limits, and other aspects associated with adaptation.

Climate change involves complex interactions and changing likelihoods of diverse impacts. A focus on risk, which is new in this report, supports decision-making in the context of climate change, and complements other elements of the report. People and societies may perceive or rank risks and potential benefits differently, given diverse values and goals.

Compared to past WGII reports, the WGII AR5 assesses a substantially larger knowledge base of relevant scientific, technical, and socioeconomic literature. Increased literature has facilitated comprehensive assessment across a broader set of topics and sectors, with expanded coverage of human systems, adaptation, and the ocean. More

US East Coast Sea Surface Temperatures In 2012 Highest In 150 Years

NOAA reports that 2012 brought the warmest recorded sea surface temperatures in 150 years for the US east coast between Cape Hatteras, N.C. and the Gulf of Maine.

Using satellite and ship-board measurements, NOAA's Northeast Fisheries Science Center (NEFSC) reported that average surface temperatures reached 57.2 F (14 C) in 2012, beating the previous record set in 1951. 2012's temperature rise also marked the largest single-year increase since records began in 1854 and one of only five times that average temperatures have jumped by more than 1.8 F (1 C).

“Changes in ocean temperatures and the timing and strength of spring and fall plankton blooms could affect the biological clocks of many marine species, which spawn at specific times of the year based on environmental cues like water temperature,” said Kevin Friedland, a scientist in the NEFSC Ecosystem Assessment Program, in a press statement.

Research has shown that rising ocean temperatures as a result of climate change may also pose a threat to the ocean's single-celled phytoplankton, such as algae. They are not only the foundation of the marine food chain, Climate Central explains. They also "consume about half of the carbon dioxide that enters the atmosphere."

Scientists aren't certain of the extent to which rising temperatures will impact these organisms, or how quickly they will be able to adapt, but slowed phytoplankton growth could mean more CO2 remaining in the atmosphere.

Atmospheric CO2 concentrations are at their highest level in human history and continue to rise.

Increased carbon dioxide in the air -- as a result of human activities like the burning of fossil fuels -- also means more CO2 dissolved in the world's oceans. NOAA chief Jane Lubchenco told the Associated Press in 2012, ocean acidification is climate change's "equally evil twin."

"It's yet another reason to be very seriously concerned about the amount of carbon dioxide that is in the atmosphere now and the additional amount we continue to put out," she told AP. "It is going to be a long time before we can stabilize and turn around the direction of change simply because it's a big atmosphere and it's a big ocean."

Rising sea level

Another report [2] from Georgetown, S.C. said:

Effects of higher sea level are very clear down a winding dirt road in Georgetown County where acres of what was once a forested wetland have morphed into a salt marsh of dead trees jutting toward the sky.

"When you go into the field, you really see a lot of trees dying. That's the first thing that catches your eye," said Alex Chow, who teaches biosystems engineering at Clemson University's Baruch Institute of Coastal Ecology and Forest Science at Hobcaw Barony, a wildlife refuge northeast of Georgetown.

Chow and two other colleagues at the institute used aerial photos to map how the salt water has advanced into freshwater Strawberry Swamp from nearby Winyah Bay.

Their study found that over the past six decades, the amount of salt marsh in the area has increased from about 4 acres to more than 16 acres. The study was published in December in "Wetland Science and Practice," the quarterly journal of the international Society of Wetland Scientists.

"Over long periods – and what we looked at is over 60 years – the maritime forest retreats at approximately the same rate sea level rises," said Tom Williams, a professor emeritus of forestry and natural resources who is a co-author.

Bo Song, assistant professor of forestry and natural resources, also contributed to the study.
The study notes that along the state's north coast, the sea level rise has average 3 to 4 millimeters a year during the past century or so.

William Conner, a professor of forestry and natural resources at the institute, said that what is happening in Strawberry Swamp is similar to what is happening throughout the Southeast, where the shorelines tend to be flattened. The dead trees along the Cape Fear River in Wilmington are an example, he said. In areas where rivers are dredged for shipping, it also makes it easier for salt water to impinge on freshwater areas.

"It's been a little more dramatic in recent years," he said.

"Based on the calculations in this study, you can see it's happening much faster in the past two decades," Chow said. More

HSBC: World is hurtling towards Peak Planet

Global investment bank HSBC says the world is hurtling towards a “Peak Planet” scenario where the global carbon budget from 2000 to 2050 is consumed well before 2030.

To address this, a peak in greenhouse emissions will need to be achieved as a matter or urgency, and by 2020 at the latest. “This is a tough task – but not impossible in our view,” it writes. “There is a growing recognition of the severity of the situation … and we believe that ambition is about to pick up again.”

In an analysis on climate change politics and the business case for action, HSBC economists say the focus is now on five key economies to break that nexus between economic growth and emissions – in fact to double the rate of decoupling.

This so-called Carbon 5 comprises China, Russia, India, the EU and the US, and HSBC says these countries need to cut the carbon emitted per unit of GDP by between 3 and 5 per cent per annum by 2020, beyond existing efforts.

It points to five reasons why this might be achievable, despite the apparent stalemate in international talks.

First, it notes that awareness of the severity of climate impacts is rising, and public opinion is shifting, particularly in the US. It says improving economic confidence and falling clean tech costs will assist the process, and it expects an increase in policy activism in the next three years after the recent plateau.

“Ultimately, climate change is like a chronic disease, where the problem accumulates over time. If we are to avoid unmanageable disruptions to the global economy, governments have agreed that we need to keep the rise in global temperatures below 2°C,” HSBC says.

“What they haven’t agreed, however, is the likelihood of hitting this target. This will be a core part of the negotiations that are now underway for an international climate agreement by the end of 2015.”

HSBC says there are different views of carbon budgets for the global economy, depending on differing views of risk, and where investors can generate returns.

The most commonly cited assessment is Malte Meinshausen’s 2009 evaluation that to have an 80 per cent chance staying below 2°C, the global carbon budget is around 886 gigatonnes of CO2 equivalent from 2000-2050. A riskier 50:50 scenario increases the budget substantially to 1440Gt (see chart above). But by the end of 2011, 420Gt had already been consumed.

HSBC says that with annual emissions from energy alone running at over 31Gt, the budget for the 80% scenario would de depleted by 2026, and by 2039 for the 50/50 chance.

This means that without large-scale deployment of carbon capture and storage, between two-thirds and four-fifths of current reserves cannot be commercialised in a 2°C world, and global emissions need to peak before 2020. The International Energy Agency, it notes, says global CO2 emissions from energy need to peak by 2017. “The contradiction between global carbon budgets and fossil fuel reserves is gaining increasing attention,” it says.

Is this target impossible? Nearly, but not quite, says HSBC. It says major European economies – France, Germany and the UK – peaked their emissions of greenhouse gases in the 1970s, and have each cut their emissions by more than 30 per cent as a result of oil price shocks and a structural shift away from coal for economic and environmental reasons. Satellites See Unprecedented Greenland Ice Sheet Surface Melt

July 24, 2012: For several days this month, Greenland's surface ice cover melted over a larger area than at any time in more than 30 years of satellite observations. Nearly the entire ice cover of Greenland, from its thin, low-lying coastal edges to its two-mile-thick center, experienced some degree of melting at its surface, according to measurements from three independent satellites analyzed by NASA and university scientists.

On average in the summer, about half of the surface of Greenland's ice sheet naturally melts. At high elevations, most of that melt water quickly refreezes in place. Near the coast, some of the melt water is retained by the ice sheet and the rest is lost to the ocean. But this year the extent of ice melting at or near the surface jumped dramatically. According to satellite data, an estimated 97 percent of the ice sheet surface thawed at some point in mid-July.

Researchers have not yet determined whether this extensive melt event will affect the overall volume of ice loss this summer and contribute to sea level rise.

"The Greenland ice sheet is a vast area with a varied history of change. This event, combined with other natural but uncommon phenomena, such as the large calving event last week on Petermann Glacier, are part of a complex story," said Tom Wagner, NASA's cryosphere program manager in Washington. "Satellite observations are helping us understand how events like these may relate to one another as well as to the broader climate system." More

To Sleep With Open Eyes

I took a good look at Obama in the famous “Summit Meeting”. Sometimes he was overcome by tiredness, he unwillingly shut his eyes but, at times, he slept with open eyes.

The Cartagena Summit was not a meeting of a trade union of misinformed presidents, but a meeting among official representatives of 33 countries of this hemisphere. The overwhelming majority of them are asking for solutions to the most pressing economic and social problems that affect the region with the most unequal distribution of wealth in the world.

I do not wish to get ahead of the opinions of millions of persons, capable of making and in-depth and objective analysis of the problems affecting Latin America, the Caribbean and the rest of a globalized world, where a few has it all and the rest has nothing. The system imposed by imperialism in this hemisphere, whatever its name, is worn out and unsustainable.

In the near future, humanity will have to cope, among others, with the problems associated to climate change, security and the production of food for the ever-growing world population.

Excessive rainfall is affecting both Colombia and Venezuela. A recent analysis revealed that on March this year, high temperatures in the US were 4.8 Centigrade degrees hotter than the all-time average. The consequences of those changes, which are well known in the capitals of the main European countries, give rise to catastrophic problems for humanity.

Peoples expect political leaders to provide clear answers to these problems. More

We Need Many Strong, United Voices to Combat Climate Change

To deal with the threats and challenges of climate change we need solidarity. We need to recognize that no matter where we live, we are one people on a single planet, the only planet that we have. We need many strong voices speaking together -- the voices of people from all those regions that the 2007 IPCC IV Report identified as “vulnerable.”

We need the Arctic, where the rapidly melting multi-year sea ice is just one symptom of massive changes now underway. We need the small island developing States (SIDS) like Tuvalu, Barbados and Seychelles whose homes are threatened with inundation. And we need voices of people who live in high mountain regions, on deltas and in the vast Savannah of the Sahel.

We need many strong voices, united in their resolve to defend human rights and determined to see their cultures survive and thrive.

Twenty years. That's how long we have both petitioned the world community to save our lands, our peoples and ways of life. We have done so in every conceivable manner and with ever-increasing urgency. Twenty years ago, when we began to experience climate change in our lands and communities, we began to worry that our children would no longer grow up in a safe and nurturing environment. We worried too that our ancient cultures, deeply connected to our lands, might not survive into future generations. Today, our children now experience those changes with us every day, and join in the appeal for future generations.

It is hard to imagine us coming from more different backgrounds: one from a balmy archipelago in the Indian Ocean and the other from the cold expanse of the northern tundra. Yet today we join with our brothers and sisters from other islands and polar regions through the Many Strong Voices programme[3] — a network of individuals and communities in the Arctic and SIDS connecting for strategic action on climate change mitigation and adaptation. We reiterate our unequivocal appeal: The world must take action now to stop climate change and address the damage already done.

Now as we approach the 20th anniversary of the United Nations Framework Convention on Climate Change (UNFCCC), we are running out of time. Last year’s climate change negotiations in Durban produced an agreement to adopt a binding legal agreement on climate change “as soon as possible, and no later than 2015.”[4]

We heard this kind of pledge leading up to the 2009 negotiations in Copenhagen that produced little of substance. Indeed, at the time the fact that the negotiation process itself lived on was heralded as a major victory.

Not to us.

As climate science has advanced, we now know the consequences of the world’s unwillingness to act. Even once the world agrees to stabilize and reduce greenhouse gas (GHG) emissions, warming from gases already in the atmosphere will tragically affect the most vulnerable regions of our planet. Sadly, as we have seen in places such as the Pacific island of Kiribati and the Alaskan community of Shishmaref, it may already be too late.

Even if the world forges an agreement three years from now, it will be very difficult to make the deep GHG emissions reductions that hundreds of scientific studies tell us -- clearly -- that we need to make in order to keep the world’s global average temperature from rising 2ºC above pre-industrial levels, let alone the 1.5ºC that the SIDS and a majority of the countries that have signed the UNFCCC are calling for. And we need to make sure that the rising line of emissions starts to bend down as 2020 dawns or it may be too late for our peoples and lands.

The impacts of climate change may be affecting small island states and remote Arctic communities with small populations, but they are also affecting hundreds of millions of people in the Ganges, Indus, Yangtze and other river systems dependent on glacial water for agriculture and drinking. If you look at it this way, the majority of the world’s population is experiencing the effects of climate change now.

Let’s be clear. This isn’t a numbers game. Article 3 of the UNFCCC clearly states that countries “should protect the climate system for the benefit of future and present generations of human kind on the basis of equity and in accordance with their common but differentiated responsibility and respective capabilities.” This means “developed countries should take the lead in combating climate change and the adverse effects thereof.” We haven’t seen much of this leadership in the negotiating process.

Other major emitters and emerging economies cannot afford to continue with business as usual.

Now, as the world approaches the 20th anniversary of the Rio Summit where the UNFCCC was negotiated, much attention is being placed on how to achieve a sustainable future. We would like to point out that our peoples have overcome innumerable challenges to thrive in our Arctic and island communities for hundreds and thousands of years. Our cultures are sustainable. But recently, our elders have been warning us that the changes we witness are unprecedented in our histories. They see our ice melting and our seas rising and are very concerned about how the next generation will thrive in the rapidly changing lands of our ancestors. If we lose our ice and our lands, we lose our cultures — some of the richest on Earth.

Our primary objectives are clear: reduce global emissions to avoid catastrophic warming while recognizing common but differentiated responsibilities between countries; ensure adequate adaptation measures are taken in areas facing the adverse effects of climate change now and in the future; and include human rights protections in the final agreement.

If we can achieve these goals, it will mark a watershed in humankind's ability to look beyond immediate and parochial interests and to reconnect as a shared humanity. It isn’t that complicated. All it takes is for us to recognize our common interest and that we are all here on this planet together. More
